You will serve as the Lead Customer Advocate of the VIRGINIA, COLUMBIA and SWFTS Programs, in the Platform Customer Advocate Group (Code 0CA1) of Naval Undersea Warfare Center, Division Newport, Rhode Island (NAVUNSEAWARCENDIV NEWPORT RI).

Duties

You will serve in the Department primarily managing the business and technical relationship between PMS450, PMS397 and SUB-S customers/sponsors. You will interface with each primary technical product code, Department Head at Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT). You will utilize systems engineering disciplines and program management skills to manage programs. You will support the National Workload Management Director (NWMD) initiatives and assess and align current/future technical requirements and workforce technical capabilities (TCs) and to manage and execute the Warfare Center (WC) workload. You will provide overall program management and oversight for all programs under your cognizance at NUWCDIVNPT. You will develop and manage systems engineering processes for large scale, multi-year projects. You will provide expert technical support and technical leadership, based upon a broad knowledge of undersea warfare programs and systems, including submarine combat systems, sonar systems and communication systems.

• This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 pay band (GS-12/13 grade level equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer or scientist applying advanced theories, concepts, and principals of engineering or computer science to advocate, define, organize, or direct project efforts related to undersea systems. For 08XX, All Professional Engineering Series:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)ORSuccessful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Successful completion of a degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
