This position is located in the Procurement Section of the Service Unit Administration Department at the Quentin N. Burdick Memorial Healthcare Facility, Belcourt, ND. The purpose of this position is to purchase, rent or lease supplies, services and equipment through the use of the simplified purchase procedures and provide technical assistance or support required in the review and purchase orders necessary for the accomplishment of the Indian Health Service mission.
Duties
Determines the appropriate acquisition method to obtain goods and services that fill the acquisition requirements, meet delivery schedules, budgetary limitations, and conform to technical requirements.
Reviews requests for procurement through prescribed federal procurement sources to determine the nature of the item or services required and sufficiency of information.
Furnishes information to Service Unit personnel and other customers on procurement policies, procedures relative to technical or detailed item description, sources of supply offers, ordering officer limitations, etc.
Approves the execution of orders and obligation of funds within the dollar amount threshold of delegated authority.
Qualifications
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: extensive knowledge of procurement regulations, policies, principles, methods and practices applicable to the purchasing of specialized supplies, services and equipment; determines purchasing methods and strategies to be applied based on cost, urgency and availability of supplies and use of mandatory schedules; identifies qualified suppliers; collaborates with bidders, obtains price quotes, evaluates offers, and negotiates terms and conditions with vendors; provides guidance within organization defining concise purchasing requirements; serves as technical advisor identifies and addresses purchasing related problems and issues.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
