Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Enterprise Services, Office of Programming.

Duties

As our nation's largest Federal law enforcement agency, U.S. Customs and Border Protection (CBP) safeguards America's borders and ports of entry, while enabling legitimate trade and travel. The Office of Programming is responsible for the executive management of CBP's financial resources by providing tight linkage and alignment of CBP resources to mission priorities and outcomes. As Executive Director, Programming, you will provide guidance and oversight for CBP's development of a strategic programming framework and regulate the agency's efforts in programming processes by: Developing a sustained resources programming capability to produce the annual programming document that drives efficiencies and translates Department of Homeland Security and CBP planning guidance into mission capabilities. Integrating programming efforts with CBP's Planning, Programming, Budgeting, and Accountability (PPBA) framework. Ensuring outcome-focused performance measures form the basis for future resource allocation decision-making. You will provide specific direction and oversight to offices, Line-of-Business Owners, and other stakeholders, in developing their resource plans that will allow CBP to make critical decisions to reach its future goals and core objectives. You will lead complex projects and assignments relating to the management and operations of CBP's programming efforts. You will analyze proposals for assignment of resources and present recommendations regarding the allocation of resources to key leadership officials.

Technical Qualification - Mandatory 6. Expert knowledge of and experience overseeing complex multi-year planning and programming of resources to support agency or organization mission requirements.
