This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Primary Care-Mental Health Integration-Therapist duties include, but aren't limited to the following:
Diagnoses mental disorders, conducts psychological assessments, treats mental disorders through a variety of modalities & provides adjunctive interventions for medical disorders treatments
Is licensed to practice at the advanced clinical level of licensure
Provides services to Veterans w/ a variety of mental illnesses, substance use disorders & co-morbid disorders
Provides full range of therapeutic interventions, including empirically based treatments
Provides advanced psychodiagnostics services, crisis intervention/management, psychoeducational counseling & psychotherapy services
Clinical responsibilities
Provides psychological assessment & diagnostic services for Veterans w/ a broad range of psychopathology receiving care w/in Primary Care Mental Health Integration program, including services for patients w/ complex psychopathology requiring advanced psycho-diagnostic skills. (2) Demonstrates expertise using contemporary interview & psychometric assessment methods for mental disorders &/or behavioral health conditions. (3) Provides education to patients/family members regarding mental disorders & best practices approaches to treatment. (4) Provides evidence-based psychotherapeutic interventions as indicated & appropriate for specific job setting & duties of psychologist, which may include individual, family & group psychotherapy/psychoeducation. (5) Provides consultation to health care providers about assessment findings & treatment plans for patients to ensure care is coordinated, collaborative & integrated w/in Medical Center. (6) Develops, implements & documents mental health treatment plan for an assigned caseload of patients, as designated by the specific job psychologist performs & is an appropriate caseload amount. (7) Complies w/ all Service Line documentation requirements, including completing CPRS patient contact notes by required deadlines, using required documentation templates, clinical reminders, treatment plans, & following risk assessment protocols. (8) Adheres to all Facility & Service Line policies/practices for delivering clinical care, including but not limited to risk assessment & reduction practices for potentially dangerous behavior (suicide & violence), timeliness of care & access standards, professional conduct requirements, & CPRS documentation conventions. (9) Achieves minimal clinical workload expectations as developed by Service Line
A GS-13 Psychologist is fully licensed & functions independently as member of Montana VA Medical Staff w/ full clinical privileges. Psychologists at this grade additionally assume independent professional responsibility for their clinical assessment findings, patient care decisions & documentation

Administrative Responsibilities
Assists the Team Leader and/or Program Director in design, development & implementation of clinical assessment &/or intervention programs. Adheres to operational policies and procedures for treatment team, established by the affiliated Team Leader, Program Director &/or Service Line Leader. Assists Team Leader &/or Program Director in execution of ongoing program evaluation & data-driven quality improvement projects to monitor effectiveness of clinical program. Facilitates liaisons w/ other health care programs in order to effectively coordinate services. Complies w/ national & local performance measures & facilitates organizational success on measures at team level. Complies w/ all Facility & Service Line policies & expectations concerning administrative practices, including but not limited to leave authorization, responding to Suspense items & completing TMS educational requirements. Attends/participates in administrative & informational meetings held by Psychology Chief, Service Line Leader, Chief of Staff, &/or Facility Director. Attends regularly scheduled Psychology Service Staff Meetings, as designated by Chief of Psychology w/ concurrence from front-line supervisor. Maintains current knowledge of & practices in accordance w/ The Joint Commission requirements. Protects printed & electronic files containing sensitive data according to Federal privacy Act & confidentiality statutes. Follows regulations & instructions regarding release of sensitive/protected patient/ employee information
May serve on Service Line committees, workgroups, &/or task forces, etc.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship Must be a U.S. citizen. Non-citizens may be appointed when it's not possible to recruit qualified U.S. citizens
English Language Proficiency. Psychologists must be proficient in spoken & written English
Education. Have doctoral degree in psychology from a graduate program in psychology accredited by American Psychological Association (APA), Psychological Clinical Science Accreditation System (PCSAS), or Canadian Psychological Association (CPA) at the time the program was completed. The specialty in which the applicant is retrained must be consistent w/ applicant's assigned employment area. the term "specialty area" refers to specific specialty areas recognized by accrediting body & not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, & school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant w/ a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (w/ the exception of school psychology).
OR
Have a doctoral degree in any area of psychology & successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program), meeting both of the following conditions: re-specialization program must be completed in an APA or a CPA accredited doctoral program; & the specialty in which the applicant is retrained must be consistent w/ applicant's assigned employment area
OR
Have a doctoral degree awarded between 1951 & 1978 from a regionally accredited institution, w/ a dissertation primarily psychological in nature
AND
Internships Have successfully completed professional psychology internship training program accredited by APA or CPA at the time the program was completed & the specialty in which the applicant is retrained must be consistent w/ applicant's assigned employment area
OR
New VHA psychology internship programs in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology & the VHA Office of Academic Affiliations at the time the individual was an intern
OR
VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement
OR
Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area consistent w/ applicant's assigned employment area. NOTE: Employee is required to maintain board certification once board certified
OR
Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution w/ a dissertation primarily psychological in nature may fulfill internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, applicant must provide a statement from the doctoral program verifying the equivalent of a one-year supervised internship experience was completed in a site acceptable to doctoral program
NOTE: Psychologists who meet revision requirements & who were employed by Department of Veterans Affairs prior to implementation of this standard are considered to have fully met qualification standard requirements
Licensure. Hold a full, current & unrestricted license to practice psychology at doctoral level in a State, Territory or Commonwealth of U. S. or District of Columbia.
Exception. Non-licensed applicants who otherwise meet eligibility requirements may be given a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade for a period not to exceed 2 years from employment date on the condition psychologist provides care only under the supervision of a psychologist who is licensed. Failure to obtain licensure during that period is justification for termination temporary appointment
Loss of Credential. A psychologist who fails to maintain required licensure must be removed from occupation, which may result in employment termination. At the discretion of appointing official, employee may be reassigned to another occupation if qualified & if opportunity placement exists
Board Certification Persons hired to psychology positions in VHA who completed an internship not accredited at time the program was completed must be board certified by the American Board of Professional Psychology in specialty area consistent w/ applicant's assigned employment area. Board certificate must be current & applicant must abide by certifying body's requirement for continuing education
Loss of Credential Once board certified, psychologist must maintain a full, valid & unrestricted board certification to remain employment qualified. Psychologists who fail to maintain required board certification must be removed from occupation, which may result in termination of employment. At the discretion of appointing official, employee may be reassigned to another occupation if qualified & if opportunity placement exists
Grade Determination requirements:
GS-11
Experience. None beyond basic requirements.
GS-12
Experience: At least 1 year professional psychologist experience equivalent to GS-11 grade. Unlicensed Psychologists must practice under supervision of licensed psychologist but w/ less intense supervision than at GS-11 grade level
Demonstrated Knowledge, Skills & Abilities KSAs In addition to experience above, candidates must demonstrate the following KSAs:
1) Knowledge of & ability to apply a wide range of professional psychological treatments/assessment methods to variety of patient populations
2) Ability to design/implement effective treatment strategies
3) Ability to incorporate new clinical procedures
4) Ability to conduct research activities, such as designing & implementing clinical research projects, staff psychologists w/ specified research job duties
5) Ability to perform basic research tasks of scholarship & research execution w/in context of established research team, including research participant relations, research documentation, data acquisition, maintenance & collaboration
GS-13
Experience At least 2 years professional psychologist experience w/ at least 1 year equivalent to GS-12 grade
Demonstrated Knowledge, Skills & Abilities KSAs In addition to above experience, candidate must demonstrate the following KSAs
1) Knowledge & ability to apply professional psychological treatments to full range of patient populations
2) Ability to provide professional advice & consult in professional psychology/behavioral health related areas
3) Clinical research literature knowledge
Preferred Experience: Clinical experience w/in primary care setting & providing brief interventions
