This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Position is located in the Southern Oregon Rehabilitation Center and Clinics, Physical Therapy Department of the Physical Medicine and Rehabilitation Service (PM&RS). The PT performs comprehensive assessments and provides treatment that promotes the prevention, remediation, and rehabilitation of acute and chronic physical and psychosocial dysfunction. The duties and responsibilities of this position are carried out within the medical center including various clinical, administrative and patient care areas associated with PM&RS.
FUNCTIONS OR SCOPE OF ASSIGNED DUTIES:
1. Incumbent has had specialized training in management of adult patients with various medical diagnoses including amputation, orthopedics, geriatric and neurological conditions, and demonstrates expertise in assessing, planning, implementing, and evaluating treatment programs these adult patients with complex medical/surgical conditions. He/she provides feedback and instruction to all associated health care team members and students.
2. Incumbent demonstrates a full professional and current understanding of the theories of physical therapy treatment and their proper application, particularly those specialized techniques related to adult and amputee patients.
3. Incumbent has advanced skills to perform and interpret specialized evaluative procedures and tests in evaluating the treatment outcomes in the assigned area.
4. Incumbent completes evaluation and treatment in a timely fashion; chart review will allow the incumbent an opportunity to assess appropriateness of the referral and possible contraindications for treatment. Referrals are scheduled considering priority and frequency of care, and coordination of schedules with other members of the treatment team. Flexibility of schedule must be maintained to allow for unscheduled patients and for mentoring and consultation.
5. Incumbent's evaluation includes a medical history and interpretation of the appropriate tests and measurements performed. Tests are frequently complex and may need to be adapted because of multiple physical, cognitive and emotional disabilities.
6. Incumbent utilizes evaluation data to plan and implement comprehensive patient treatment programs, immediately involving patient in the goals setting and treatment processes as feasible. Incumbent modifies treatment plan according to evaluative findings on an ongoing basis to meet short and long term goals.
7. Incumbent exercises the highest degree of independence and professional judgment in planning and carrying out treatment programs to meet complex treatment objectives for this population. Incumbent exercises originality in solving problems not covered by these guides, making innovative adaptations and modifications of treatment plans and procedures in order to meet the complex and highly varying needs of patients, and advises all other health care team members and students in this regard for patients with complex medical/surgical conditions.
8. Incumbent involves the patient, family, significant others, and pertinent health care staff in the treatment process by ongoing communication through demonstration, instruction, team conferences, and chart documentation as appropriate to each patient's treatment goals.
9. Incumbent assesses patient's learning needs, and plans and implements appropriate patient education programs, involving the patient, family, and significant others in the instructional process.
10. The incumbent demonstrates advanced knowledge and expert skill in a range of interventions and treatment modalities used in a variety of treatment areas of physical therapy. He/she has the ability to serve as a consultant for health care providers and staff physical therapists regarding the delivery of care within physical therapy. The ability to teach and mentor medical center staff in the area of physical therapy is demonstrated.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Licensed practical or vocational nurses appointed to direct patient care positions must be proficient in both spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education and experience: The individual must meet at least one of the requirements below:
(1) Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist.
(2) Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist.
(3) Doctorate degree in physical therapy.
Licensure: Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. Non-licensed PTs, who otherwise meet the basic requirements in this standard, may be given a temporary appointment as a graduate PT at the GS-11 grade level under the authority of 38 U.S.C. 7405 (a)(1)(D) for a period not-to-exceed two years from the date of employment on the condition that such PT provide care only under the supervision of a PT who is licensed. Failure to obtain licensure during that period is justification for termination of the temporary appointment.
GS-13 Physical Therapist (Clinical Specialist)
In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-12 grade level and one of the following:
Evidence of a minimum of 2,000 hours of clinical practice directly in the specialty area. This time must be between the past two and five years; or
Board Certification in the specialty area recognized by the ABPTS; or
Completion of a fellowship program; or
An additional advanced degree in a related field.
In addition, the candidate must demonstrate the all following Knowledge, Skills, and Abilities (KSAs)
1. Advanced knowledge and expert skill in a range of specialized interventions and treatment modalities used in a specialized treatment area of physical therapy.
2. Ability to serve as a consultant and subject matter expert for health care providers regarding the delivery of care within a specialized content area of physical therapy.
3. Ability to teach and mentor medical center staff in a specialized content area of physical therapy.
4. Ability to guide the work of a multi-disciplinary team in a specialized content area of physical therapy.
5. Advanced knowledge and expert skill to perform and interpret specialized procedures and tests in evaluating the treatment outcomes in the assigned specialty content area.
Preferred Qualifications: 1-2 Years experience working directly with patients with limb loss throughout the continuum of their care needs.
