BLM is seeking a dynamic individual to join the team to serve as a Petroleum Engineer in the Montana/Dakotas State Office, Division of Energy, Minerals, & Realty, Fluids Minerals Branch located in Billings, Montana. Information about the area can be found at Billings Chamber of Commerce website.

Duties
Provides expertise in the analysis, review, development and implementation of national policy, procedures, and requirements contained in regulations, orders, manuals and handbooks for fluid mineral resources.
Performs technical review and makes recommendation for approval of down-hole operations.
Utilizes knowledge and experience in principles of geology and petroleum engineering to advise in the area of reservoir management of fluid minerals.
Understands engineering principles and economics to analyze drainage, unit and communitization agreements, and Indian Diligence.
Communicates with BLM State Office and Washington Office, other BLM State Offices, and Field Offices, Tribal governments, professional industry, national, regional, and State organizations, and the public about the BLM fluid minerals program.
Provides expertise in interpreting rules, policies, regulations, and case law to evaluate the merit of Field Office decisions in State Director Reviews.

Qualifications
In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements. In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Performing technical review and makes recommendations for approval of all down-hole operations; reviews downhole pressures, casing and cementing plans, blow out prevention equipment, geology and other procedures to protect people, minerals, and aquifers; coordinates with other specialists; provides on-the-spot instructions and authorizations for final plugging and abandonment of wells; provides technical expertise and support to junior Petroleum Engineers, Petroleum Engineering Technicians, and Petroleum Accounting Technicians concerning oil and gas inspection and enforcement issues; conducts both engineering and economic analyses to determine viability of proposals/variances and their respective short and long term benefits; reviews well data, leases, spacing units/communtization agreements and/or federal units for various compliance issues, and maintains relative spreadsheets; provides various technical reports to management and state office for higher level meetings; provides expertise to management regarding complex technical issues.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: The work is primarily sedentary. Occasionally, the petroleum engineer conducts field work which requires travel over rough roads, hiking or climbing in rough terrain, and carrying field equipment.
Work Environment: Most work is performed in a typical office environment. Occasional field work will require exposure to a range of climatic conditions from subzero to over 100 degrees temperatures, rain and snow; exposure to poisonous gasses, and other similar dangerous conditions.
Education
This position has a mandatory education requirement. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not qualified for the position.
A. Degree: Engineering. To be acceptable, the program must:(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET;or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
