The Captain James A. Lovell Federal Health Care Center (FHCC) is seeking a Registered Nurse (Transition to Practice (TTP) Coordinator for Nursing Services. This position is assigned to the Office of the Chief Nurse Executive at the FHCC in North Chicago, Illinois.

The Transition To Practice Coordinator RN is responsible for the professional role development of nurses new to the profession in their first year of RN practice, Associate Degree in Nursing (ADN) or Bachelor's Degree in Nursing (BSN). The incumbent demonstrates competence and confidence in the development of learning options to engage and educate this target audiences of transition to practice RNs. This includes assessment of learning needs, program planning (objectives, content), implementation, and evaluation/outcomes appropriate for target audiences of varying levels and licensure. The incumbent supports Nurse Residency Program, with coordination of Veteran Affairs Student Trainee Experience (VA-STEP) and Student Nurse Technician (SNT) Programs, and regularly interfaces with and supports the deliverables of the Preceptor Program, the Nurse Residency Program, and other related programs.
The Transition to Practice Coordinator RN is a clinical educator who collaborates with staff in Nursing Education and Research and nursing leadership to ensure the transition of the novice nurse, student nurse technician or nurse resident from an advanced beginner to a competent professional. The incumbent will be academically and experientially qualified to accomplish the program's mission, goals, expected outcomes, and be able to provide effective leadership.
Assigned Duties:
A. Program development and implementation:
Overall planning and implementation will include:
Coordinating a 12-month program TTP curriculum that is centered in management and delivery of quality and equitable care, professional role, and leadership development based on the CCNE Accreditation Standards in collaboration with Nurse Residency Program Manager.
Supporting Veteran Affairs Student Trainee Experience Program (VA-STEP), formally known as Veteran Affairs Learning Opportunities Residency (VALOR) curriculum, and Student Nurse Technician (SNT) orientation according to guidelines in collaboration with Nurse Residency Program Manager.
Collaborating with nurse managers, nursing professional development practitioners (NPD-P), clinical nurse leaders, clinical nurse specialists and preceptors on program development, implementation, progress, and evaluation.
Determining program start date(s) in collaboration with Nurse Residency Program.
Facilitating the enrollment of the TTP residents in collaboration with nursing leadership.
B. Program coordination and oversight:
Coordinating instructors/facilitators and classrooms for learning sessions and confirmation/communication of dates/times in collaboration with Nurse Residency Program.
Ensuring the program curriculum reflects evidence-based practice and identifies expected learning outcomes.
Facilitating the identification and selection of a mentor for TTP employee and supporting the mentor/mentee relationship.
Facilitate meetings with TTP employees and preceptors to evaluate progress.
Providing programmatic guidance and support for the new TTP RNs, preceptors, VASTEP, SNT, GNT, and other program team members.
C. Program evaluation:
Determining and implementing a process to demonstrate program effectiveness and stakeholder satisfaction.
Ensuring the completion of mandatory evaluation from RN Residents, VA-STEP, SNT, preceptors, and others as appropriate.
Providing an annual report by the end of each Fiscal Year (FY) summarizing the data collected and program results in collaboration with Nurse Residency Program.
Complete Office of Nursing Services reports and data requests by the deadlines set.
Support Nurse Residency Program in completing VA-STEP proposal, initial and quarterly reports by deadlines set.
Maintain necessary documentations for Commission on Collegiate nursing Education (CCNE) Accreditation and collaborating with Nurse Residency Program on Accreditation process.
Other duties and responsibilities as assigned.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
Have at least a Baccalaureate Degree in Nursing (BSN) or an Associate Degree/Diploma in Nursing with a Baccalaureate Degree in a related healthcare field or Master's degree in nursing (MSN) education, preferred;
Have at least (3) three years of increasingly complex RN nursing practice;
Be proficient in the written and spoken use of the English Language;
Have and maintain current certification in Basic Life Support (BLS);
NLN-CNE Certified Nurse Educator or ANCC Nursing Professional Development RN-BC, preferred;
Have clinical educator experience, preferred;
Demonstrated ability to develop education materials/course instruction including objectives, content and evaluation tools appropriate for target audiences of varying levels and licensure, preferred;
Demonstrated competence with coordination, delivery of and facilitation for interdisciplinary education programs, preferred;
Experience collecting and analyzing data related to program outcomes;
Formal college-level teaching experience preferred;
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: To perform in a fully successful manner, the individual must have the physical ability to perform the following job-related duties: light lifting (under 15 pounds); light carrying (under 15 pounds); pushing (no more than 30 minutes); walking (no more than 2 hours); reaching above shoulder; use of fingers; near vision correctable as 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; and hearing (aid permitted). Required administrative duties include the following: computer word processing/spreadsheet usage; key board typing; computer screen viewing; basic Excel and Word skills; answer/placing telephone calls; filing; note taking; and report writing. Environmentally, the individual may work alone and/or closely with others during their tour of duty. A health examination must be successfully completed prior to this assignment and periodically thereafter as required by the Occupational Health Clinic policy. There will be intermittent exposure to blood and body fluids.
