The Associate Service Chief is responsible for supervision and coordination of multiple programs within Pharmacy Service at the John D. Dingell VAMC. The incumbent reports to and acts as a representative for the Chief of Pharmacy. May serve as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate in compliance with local and VISN procedures, external regulatory and accreditation bodies.

Duties

The Associate Service Chief duties include but are not limited to the following: The incumbent reports to and acts as a representative for the Chief of Pharmacy. May serve as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate in compliance with local and VISN procedures, external regulatory and accreditation bodies. Has extensive responsibility for pharmacy utilization of resources and budget. Will be expected to complete performance and competency evaluations. Issue disciplinary actions. Assist in hiring selections. Assign work to personnel. Serve as a trainer and mentor to employees. Administration/Supervision/Leadership: Works directly with Chief of Pharmacy in a collaborative, positive and productive manner. Provides high level administrative support to the Service Chief to ensure compliance with established goals. Works to ensure compliance with Joint Commission, VACO, union contract, EEO regulations, and local standards and guidelines as well as federal and state laws as staffing and resources permit. Formulates long and short term goals for the Pharmacy Service and communicates this to Service Chief. Develops an action plan to accomplish these goals. Prioritizes goals on a yearly, monthly and daily basis to produce the desired results. Manages and ensures optimum utilization of all resources. As a fund control point official, contributes to, and complies with all guidelines for appropriate management of the budget. Program Management: Manages and implements an effective continuous quality assessment and improvement program for the Pharmacy Service. identifies and implements a performance improvement program consistent with Joint Commission, VACO, and other relevant quality management standards. Coordinates efforts in maintaining appropriate records and reporting by established due date. Coordinates the All-Employee Survey action plan (s) and supervisory follow up within Pharmacy Service. Determines the need and develops a plan for organizational changes involving basic structure, operating costs, and key positions. Creates and updates organizational charts as needed. Attend with active participation Facility or VISN level committee meetings as assigned. Serves as a subject matter expert to other facility healthcare staff in monitoring and evaluating healthcare delivery to patients. Assess, plan, and evaluate the scope and quality of pharmacy programs to ensure proper coordination between the delivery of pharmacy services and the overall delivery of healthcare in the facility. Education: Identifies and or implement education and training needs for subordinate staff based on compliance deficiencies. Maintain preceptor status for pharmacy students and residents. Contributes to development and maintenance of an ASHIP Pharmacy Residency program or VA approved residency program. Responsible for training and orientation for new staff on the procedures and policies in Pharmacy Service. Provides education to health care providers and their support staff regarding medication use. Keeps abreast of new developments in pharmacy practice and drug therapy by reading pharmacy and medical literature and participating in continuing education programs. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. NOTE: Individuals who have or have had multiple licenses and had any such license revoked for professional misconduct, professional incompetence or substandard care, or who surrendered such license after receiving written notice of potential termination of such license by the State for professional misconduct, professional incompetence, or substandard care, are not eligible for appointment to the position unless such revoked or surrendered license is fully restored (38 U.S.C. 7402(f)). Effective November 30, 1999, this is a requirement for employment. This requirement does not apply to licensed pharmacists on VA rolls as of that date, provided they maintain continuous appointment and are not disqualified for employment by any subsequent revocations or voluntary surrenders of State license, registration or certification. Grade Determinations: GS-14 ASSOCIATE SERVICE CHIEF (a) Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. (b) Assignments. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to negotiate to influence clinical and management decisions. b. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. c. Skill in utilizing regulatory and quality standards to develop and implement operational programs. d. Skill in managing multiple and diverse people or programs. e. Skill in utilizing available resources to support the mission and goals of the organization. f. Ability to plan, organize, and direct the functions of the pharmacy staff PREFERRED EXPERIENCE: At least three years of recent Hospital Pharmacy supervisory/management work experience. Five years in hospital pharmacy practice with positions as associate chief, clinical coordinator, pharmacy supervisor or Chief of Pharmacy. Proven track record of active problem resolution skills with demonstrated outcomes. Skilled in interdepartmental relationships with other programs and services. Experience with data analytics and work productivity metrics. The full performance level of this vacancy is GS-14. Physical Requirements: The incumbent's work requires the regular and recurring use of a computer and computer monitor and may experience prolonged periods of sitting, working at the computer, traveling in vehicle. The work may require regular and recurring physical exertion. This position may require light to moderate lifting and carrying up to 44 pounds. Requires routine standing, bending and stooping/squatting. As needed, pushing, walking, standing, reaching over shoulder, use of fingers, both hands and legs or prosthesis required, walking and standing up to two hours per tour, near vision correctable at 13' to 16' to Jaeer 1 to 4, vision correctable in one eye to 20/20 and 20/40 in the other, hearing aid permitted. Valid Driver's license is required. Must be able to distinguish basic colors with ability to distinguish shades of color. This position may require heavy lifting and carrying, 45 pounds and over. Requires routine standing, bending, and stooping/squatting. As needed - pushing, walking, standing, reaching over shoulder, use of fingers, both hands and legs required, walking, and standing up to four hours per tour, near vision correctable at 13' to 16' to Jaeer 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, hearing (aid permitted). The work environment is inside a pharmacy -there may be extremes of temperature, distractions, noise from equipment or patient care activities. May need to handle frozen and refrigerated products. Exposure to negative and positive air pressure rooms is possible. Twisting and grasping of bottles and vials or syringes can occur. Must be able to don and work with protective garments and equipment as necessary.
