The Supervisory Recreation Therapist is part of the Integrated Health and Wellness section of the Anesthesia and Physical Medicine Service composed of Physical Therapy, Occupational Therapy, Recreational Therapy and Kinesiotherapy.

Duties

The Supervisory Recreation Therapist will be responsible for assignment of work to be performed competency assessments, performance evaluations, selection of staff, recommendation of awards, advancements, and disciplinary actions when appropriate. He/she will also be responsible for all the Programmatic elements of Recreation Therapy and Creative Arts including the incorporation of Whole Health Principles. The incumbent will work with all direct reports including both supervisory and staff to coordinate program development for the Orlando VA Healthcare System. Some of the duties of the position are: Responsible for Recreational Therapy Program Planning and Development, reporting recommendations to the Section Chief, Integrated Health and Wellness. Uses administrative direction and decision-making skills, interagency coordination of care, program evaluation and analysis, budgetary controls, and planning. Has overall responsibility not only for Whole Health program planning, but also for coordinating and working with the Recreational and Creative Arts staff to plan, assess, and evaluate programs to ensure proper coordination between care delivered by the program and overall delivery of healthcare within the facility. Responsible for daily program operations, developing policies and procedures, and preparing reports and statistics to share with the Integrated Health and Wellness Section as well as the Service. Responsible for overall broad technical and administrative oversight for operations of the Recreational Therapy and Creative Arts Therapy staff, including coordination of clinical assignments. Continuously Uses Data Analysis to Operate Efficiently and Reduce Missed Opportunities and maintain patient access to Recreational Therapy Services. Ensure therapists have the necessary clinical training to provide needed rehabilitation services. Make decisions on Tuition/Travel requests. Coordinates with vendors to provide training on equipment. Approves/Disapproves Annual and sick leave through VATAS while maintaining quality patient care with adequate staffing. Monitors FMLA, LWOP, AWOL with timekeeper and other unique circumstances when needed. Works closely with Human Resources: Benefits (FMLA, LWOP), ERLR (Disciplinary Actions, EEO) to handle disciplinary actions and performance/conduct issues. Incumbent in knowledgeable and adheres to the policies of the medical center, VISN, VACO, Joint Commission, and other external certifying bodies. Works closely with VA Voluntary Services and Veteran Service Organizations. Familiar with the Master Agreement between the Department of Veterans Affairs and the American Federation of Government Employees. Interviews candidates for Recreational Therapy positions; recommending appointments, advancements. Assists Section Chief, Integrated Health and Wellness in projecting staffing needs, procuring equipment, writing functional statements/position descriptions and developing job analyses. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Recreation Therapist (a) A bachelor's degree or higher, from an accredited college or university, with a major in therapeutic recreation or recreation/leisure, with an option and/or emphasis in therapeutic recreation. The degree must be approved by the National Council for Therapeutic Recreation Certification (NCTRC) http://Certification Directory (nctrc.org); OR, (b) A bachelor's degree or higher in any field from an accredited college or university and must be a certified therapeutic recreation specialist (CTRS). The degree must be approved by the NCTRC. If hired under this education, the certification cannot be waived. (c) Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials. The private organization must deem such education at least equivalent to that gained in conventional U.S. programs. Certification: Recreation Therapist. Applicants must be certified in recreation therapy as a CTRS by the NCTRC. If hired under paragraph above, certification cannot be waived. English Language Proficiency. Must be proficient in spoken and written English, as required by 38 U.S.C. 7403(f). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: Supervisory Recreation Therapist, GS-13 Experience. At least one year of creditable experience at the next lower grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: i. Ability to provide treatment in complex cases and work with great independence. ii. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. iii. Ability to analyze organizational and operational problems and use data to manage workload, quality, performance, and productivity within the service. iv. Skill in interpersonal relationships in dealing with employees, team leaders, and managers, to include conflict management. v. Ability to utilize evidence-based practices and clinical practice guidelines in a professional area and to guide the staff in applying these tools. vi. Knowledge of organizational theories and strategies to positively impact the overall goals and objectives within the service. vii. Knowledge related to administrative functions, such as fiscal, material supply, equipment management, and clinical and program management. Preferred Experience: 3 + years previous experience working as a Recreational Therapist. Experience with administrative program duties. Supervisor Experience. References: VA Handbook 5005/111, Part II, Appendix G60 The full performance level of this vacancy is GS-13. Physical Requirements: This position entails exerting 20/50 pounds of force occasionally, and/or 10 to 25 pounds of force frequently, and/or greater than negligible up to 10 pounds of force constantly to move object. Standing, walking, squatting, bending, and sitting, and changing from one position to the other frequently throughout the day. Sitting at a desk and using upper extremities to reach, grasp and place papers, charts and bingers. Reaching, lifting, carrying, pushing and pulling: 1-10 pounds constantly, 10-25 frequently, and 20-50 pounds occasionally.
