This position is located in the Department of Homeland Security (DHS), Office of Health Security (OHS). The OHS is the principal medical, workforce health and safety, and public health authority for DHS. This position will support the development of global health security initiatives, including border health and healthcare programs. NOTE: This position is being offered with an annual base salary range of $115,587 (GP-12, Step 1) to $243,000 which includes Title 38 market pay.

Duties

As a PHYSICIAN, GP-0602-12, your typical work assignments may include: Provide medical technical expertise in support of developing frameworks, policies, protocols, plans, and strategies that enhance resilience to health threats including those of a chemical, biological, radiological, or nuclear nexus. This includes providing support to senior medical officers and staff in public health research and analyses. Perform duties involving the evaluation of medical research or the identification of causes or sources of disease or disease outbreaks. In doing so, the employee will conduct complex technical analyses, research and literature review, and programmatic implementation of projects focused on health security. Apply epidemiological and other public health principles and/or procedures to investigate, review, analyze, and/or determine the cause(s) of problems, situations, inconsistencies, and/or issues related to programmatic degradation or systemic or causal parameters. Qualifications

Individual Occupational Requirements Basic Requirements: To qualify for this position, applicants must meet all of the following basic requirements: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association(external link); Association of American Medical Colleges(external link); Liaison Committee on Medical Education(external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association(external link), or an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates(external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. NOTE: You must provide a copy of your Doctor of Medicine transcripts (unofficial), foreign equivalency, or ECFMG results with your application to document that you have met the education requirement. Failure to do so will result in you being rated ineligible for this position. Your transcripts must show completion/conferred date. Unofficial transcripts will be accepted in the application package. Official transcripts will be required prior to your starting work. AND Licensure For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must provide a copy of your medical license with your application. Failure to do so will result in you being rated ineligible for this position. Note An agency may waive the licensure requirement for research positions not involving direct patient care. AND Graduate Training Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME)(external link). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association(external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME)(external link). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training. Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) professional knowledge of, and skill in applying a wide range of the concepts, principles, and methodologies of the public health and medical field sufficient to perform assignments of considerable difficulty in a specialty area; and to analyze programs or service operations of considerable breadth and complexity; 2) professional knowledge of, and sill in applying the principles, concepts, practices and procedures of public health and medicine sufficient to provide technical expertise in support of developing frameworks, policies, protocols, plans and strategies that enhance resilience to health threats including those of chemical, biological, radiological, or nuclear nexus; and to provide support to senior medical officers and staff in public health research and analyses; 3) professional knowledge of and skill in applying the principles, concepts, practices and procedures of public health and medicine sufficient to research findings which impact significant public health programs, issues, problems, processes, and procedures and/or the transmission of other causation of disease or public health issues or situations. Additional Requirements for Grades GS-12 and Above For GS-12 -- 2 years of graduate training in the specialty of the position to be filled or equivalent experience and training. All qualifications and eligibility requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Education

Applicants must submit a copy of your Doctor of Medicine transcripts (unofficial) or degree, foreign equivalency, or ECFMG results with your application to demonstrate you possess the required education to meet the Basic Qualifications. Failure to do so will result in you being rated ineligible for this position. Your transcripts must show completion/conferred dates. Unofficial transcripts and copies of your Doctor of Medicine degree will be accepted in the application package.
