Duties
If you are selected for this position, you will perform the following tasks:
Serves as a technical authority on FOIA/PA matters, and performs work that is characterized by a depth and variety of problem-solving analysis, interpretations, and evaluation.
Reviews FOIA/PA requests, outlines facts and legal issues, analyzes factual and legal concerns, explains the application of legal principles and precedents, and provides recommendations or conclusions.
Review and process FOIA appeals in compliance with the FOIA, PA, and Commission Rules of Practice 16 C.F.R. ? 4.
Leads efforts to review and collect current case law and executive guidance regarding FOIA, electronic discovery, and information law issues.
Prepares the annual FOIA report to Congress with some review by the lead FOIA attorney.
Takes the lead to provide guidance and planning to maintain and update the FOIA Website.
Provides training and guidance within Commission regarding federal access laws.
Conducts an initial search of the Commission's electronic databases (including, but not limited to, DocSmart, Business Objects, Consumer Sentinel, IdTheft, MMS, Intra/Internet Landoc and Documentum) to determine if there may be responsive records and to identify the offices that are likely to have such records.
Responds to telephone inquiries from the public managing and directing routine matters involving the work of paralegals and other staff. This includes: (a) leading efforts to review and collect current case law and executive guidance regarding FOIA, electronic discovery, and information law issues; (b) preparing the annual FOIA report to Congress with some review by the lead FOIA attorney; (c) taking the lead to provide guidance and planning to maintain and update the FOIA Website; and (d) other FOIA related issues as required.
Requirements
- U.S. citizenship requirement must be met by the closing date of this vacancy.

- Possess a J.D. or LL.B. degree from an accredited law school.
- Member in good standing of the Bar of a state or territory - US, PR, DC.
- The position may be subject to completion of a two-year trial period.
- This position is not covered under a bargaining union.
Qualifications
Minimum Requirements
Applicants must have attained the first professional law degree (LL.B. or J.D.) from an accredited law school and be an active member in good standing of the bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory. Applicants must demonstrate excellent writing skills and be able to work effectively with other people, exercise sound judgment, and exhibit a strong interest in the work of the agency.

GS-14 Positions
For appointments to attorney positions: active member of the bar in good standing and 42 months of legal experience after graduation from law school, which includes at least 18 months of specialized experience after graduation from law school that must be comparable to the GS-13 level.
Note: Legal and nonlegal experience gained in the Federal Government before completing law school does not satisfy post law school experience requirements.

This position has an education requirement. You must submit a copy of your transcripts. Unofficial transcripts will be accepted in the application package; however, official transcripts will be required prior to receiving an official offer.
