The primary purpose of this position is: to provide programming and base development technical engineering support performing the more difficult and complex tasks for new construction, renovations, and improvement projects of real property facilities including utility systems at Luke AFB, AZ.
Duties
Evaluates and recommends for approval clients' requests for new construction, renovation, and improvements of real property facilities including utility systems.
Coordinates projects with engineers in a variety of disciplines and/or with architects.
Works with organizational managers, budget personnel, and engineering/architectural authorities to develop and gain approval for proposed facility programs/projects.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Practical knowledge of a wide range of rules or operations for projects involving specialized or complicated procedures requiring substantial training or experience in methods and practices of drafting techniques sufficient to produce engineering drawings involving original, novel, and/or complex designs. Knowledge and experience is required to exercise judgment to interpret drawings, plans and specifications and take action or make recommendations based on preliminary data interpretation or analysis. Considerable time is spent searching for information and in discussions with the designer to understand the design concept, to obtain information needed to make the drawings, and to ensure appropriate interaction between components Knowledge and experience in using standard mathematical formulas to make computations; identify and correct deficiencies; and prepare and present reports and documentation requiring a high degree of precision and using a variety of projection techniques to portray unusual or complex designs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-10.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc).
Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities and economic usage to effectively accomplish assigned functions.
Knowledge of standard contracting regulations, practices, and procedures.
Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements.
Ability to plan and record site/facility surveys and inspections.
Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
