The primary purpose of this position is to provide an interface with Air Staff on Warfighter Integration, Modeling & Simulation (M&S) and Systems of Systems related issues focused on the AF Flight Plan for Aerial Layer Networks (ALN).

Duties

Interprets and supports Air Force Integrated Life Cycle Management acquisition and program management directives. Stays abreast of regulations, policies, and procedures; provides guidance in interpretation and implementation. Implements congressional, SAF and HQ USAF mandated initiatives to streamline business operations. This position formulates, determines, and influences Air Force and command policy for AFI 63-101, Acquisition and Sustainment Life Cycle Management, AFI 63-1201, Life Cycle Systems Engineering, and AFPD 63-1 Acquisition and Sustainment Life Cycle Management. These policies align with core function master plans in the NetCentric, Command and Control and Battlespace Awareness Portfolios. Serves as expert consultant and advisor providing guidance, support, and oversight on a wide range of engineering management issues including Systems of Systems, M&S, and Communications & Networks. Assesses program management application (planning, development, acquisition, systems engineering) to facilitate technology development, transition and fielding. Provides continuous assessment and evaluation of overall program and individual project goals, objectives, strategies, and performance in order to ensure a sound systems engineering basis for long-range planning or short-term redirection to accommodate changes and enhance the attainment of Air Force and DoD acquisition and sustainment objectives.

  • Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree - Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics OR Combination of education and experience- combination of experience and college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing, planning, analyzing, and evaluating security programs and experience with program protection and implementing security programs. NOTE: You must submit transcripts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert in program protection, physical, system, information, industrial, personnel, operations security concepts, principles, and practices to plan and implement security programs in these areas. Extensive knowledge of organization's missions, functions, and structure to ensure effective implementation of oversight of special programs security concepts, principles and practices. Expert ability in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the Center Commander. Ability to communicate orally and in writing, clearly, concisely, and accurately. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. Knowledge of government contractual practices and requirements for development and purchase of USAF acquisition programs and/or supporting programs/projects. Must be familiar with Defense Industrial Base security organization, operations, and management practices. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
