This position is located in the Food and Nutrition Service (FNS), Child Nutrition Programs (CNP), Nutrition Education, Training, and Technical Assistance Division (NETTA), Alexandria, VA. You will identify communications needs; develop informational materials to inform audiences of the Agency's policies, programs, services and activities; and plan, execute, and evaluate the effectiveness of information and communication programs.
Duties
Serves as the Division's technical expert on nutrition policy matters, including formulation, clearing, and implementing policy initiatives.
Assists the Director in the direction, supervision, and establishes and maintains effective working relationships and liaison activities with internal and external partners.
Assists the Director in the direction, supervision, and coordination of staff activities.
Support the Director as a member of the management team, participating in confidential discussions of personnel, strategic planning, and priority projects for senior officials and other matters of importance to the Office.
Serves as the senior technical lead in directing, drafting, and clearing documents and materials for policy areas within the Division's responsibility.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Basic Requirement for Nutritionist GS-0630-14:
Degree: Bachelor's or graduate (or higher level) degree in the field of dietetics, food, nutrition, food service management, institution management, or related science in an educational program accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND), or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Completion of a coordinated undergraduate program, internship, or other clinical component approved by the Academy of Nutrition and Dietetics (AND) (formerly American Dietetic Association (ADA)) for dietitians or nutritionists.
OR
Professional registration as a Registered Dietitian (RD) or Registered Dietitian Nutritionist (RDN).
Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0630 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 in the Federal and or Public Service. Specialized experience is defined as:
Developing and evaluating federal nutrition assistance program policies and providing extensive regulatory and administrative guidance in support of them;
Providing expert advice on the administrative/technical aspects of policy or program issues;
Assisting in the planning and execution of operational, personnel, and budget matters; and
Interacting with multiple stakeholders including senior agency officials, political appointees, advocacy organizations, other key partners, and Federal or State agencies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
- Bachelor's or graduate/higher level degree in the fields of dietetics, food, nutrition, food service management, institution management, or related science. The educational program must have been accredited by the Accreditation Council for Education in Nutrition and Dietetics(external link) (ACEND), or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. For dietitian positions, the curriculum must have been in accordance with the qualifying requirements established by the Academy of Nutrition and Dietetics (AND)(external link) (formerly American Dietetic Association(external link) (ADA) prior to January 1, 2012) in effect at the time of graduation.
