This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The DACOS/PCOC is the Assistant Service Chief of the PCOC and is responsible for the oversight of all clinical and administrative activities, performance improvement activities, and educational programs in the following outpatient clinics of the North Florida/South Georgia Veterans Health System: Tallahassee HCC, The Villages OPC, Marianna CBOC, Ocala CBOC, Valdosta CBOC Perry VA Clinic and Primary Care in the Gainesville and Lake City VAMCs.
Duties and Responsibilities consist of but are not limited to the following:
Clinical:
Directs the provision of quality, consistent, coordinated, and timely primary and specialty care at the satellite and community-based outpatient clinics.
Oversees the development and implementation of operational clinical programs, policies and procedures that address issues and provide standards relevant to the delivery of primary and specialty care at the satellite and community-based outpatient clinics.
Promotes the provision of easy access to medical knowledge, expertise, and care for veteran patients through sharing/consolidating services between outpatient facilities and the NF/SG medical centers.
Ensures the implementation of patient and employee safety innovations and redesigns and has overall responsibility for the safety program and action plans in the outpatient clinics.
Is responsible for making and implementing decisions directly affecting patient care and has the final line authority under the Medical Center Deputy Chief of Staff.
Participates in direct patient care and serves as a role model for peers.
Administrative:
Oversees the enforcement of applicable medical center and outpatient clinic policies, rules and regulations, and medical staff bylaws.
Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting regulatory requirements.
Ensures effective integration of outpatient clinic efforts/activities with other medical center operations, VISN 8 and VHA initiatives, and with community-based agencies and activities.
Develops the need for and maintains an awareness of available resources in the satellite and community-based outpatient clinics and medical centers and makes recommendations to the Administrative Executive Council regarding needs, distribution or redistribution of these resources.
Provides leadership and guidance to the leadership of the outpatient clinics regarding the development and implementation of systems and procedures for improving cost effectiveness, maintaining their budget, and productivity.
Provides active and well-informed administrative participation in the planning and management of the delivery of health care at the NF/SGVHS, by identifying needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of problems in the outpatient clinics.
Serves on the Medical Executive Committee and supporting committees that review the quality of medical care, education, and research programs in NF/SGVHS. Co-Chairs the Outpatient Clinics Leadership Council, and serves on strategic planning committees and management on-site meetings with other agencies and program officials.
Leads in developing internal policies and programs concerning labor management relations, equal opportunity, merit promotion, and position management. Provides leadership and commitment from management in all areas of personnel administration at the outpatient clinics. Provides leadership and direction to promote the development and productivity of employees through career and educational opportunities, and recognition.
Completes annual proficiency evaluations of the Chief Medical Officers and others, incorporates specific performance improvement data in these appraisals.
Performance Improvement and Education:
Is responsible for meeting the Performance Improvement requirements of both the Joint Commission and the Department of Veterans Affairs, encompassing the information in ambulatory care, and for directing, educating, and involving all staff in these areas in the Performance Improvement process.
Is responsible for the oversight of educational programs in the Satellite and Community-Based Outpatient Clinics and ambulatory care in the medical center. Participates in educational programs for primary care.
Work Schedule: Monday to Friday from 8:00 am to 4:30 pm.

Qualifications
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
[(2) Those approved by the American Osteopathic Association (AOA),OR
(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
Proficiency in spoken and written English.
Preferred Experience: Board Certified in Internal Medicine or Family Practice with 5 years experience in Primary Care
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.
Physical Requirements: Use of fingers, walking (up to 4 hours), standing (up to 4 hours), ability for rapid mental and muscular coordination simultaneously, far vision correctable in one eye to 20/20 and to 20/40 in the other eye, hearing (aid permitted). Environment Factors, working closely with others, working with hands in water (frequent hand washing), working around moving objects and vehicles, protracted or irregular hours of work. Drive a motor vehicle.
Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
