Duties
The primary duties of this position are:
Serves as a senior land management specialist, executing activities related to administering the land management program within the area office's jurisdiction.
Responsible for negotiations involving land transfers, land acquisition transactions, land condemnations, exchanges and sales associated with Reclamation lands, and Indian tribal and allotted lands.
Determines the requirements for acquisition documents based on an analysis of land rights required and/or any special conditions and prepares appropriate conveyance instruments.
Arranges for necessary appraisal, conducts title, legal, and land description research, prepares title abstracts, legal descriptions of property, and other land management functions.
Analyzes and implements the most appropriate method for disposal of surplus lands and securing the maximum return to the government.
Coordinates assignments on land acquisition, exchange, sales and transfers.
Responsible for Phase I Environmental Site Inspections and Reviews regarding hazardous materials on Reclamation lands.
Serves as relocation advisor on acquisitions and projects involving displacement of individuals, families, farm operations, or businesses.
Maintains and completes entry of electronic records to maintain land acquisition totals, status, inventories, transfers, disposals, and costs involved for the completion of the annual land acquisition report and other various reports.
Qualifications
Education/Specialized Experience Requirements: In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education or specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-11 grade level, you must possess one year of full-time specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience in Federal service evaluating, preparing and processing property transactions reviewing legal descriptions, preparing deeds and/or lease instruments; verifying the accuracy of leases; and preparing land use agreements. All experience at this level must be non-commercial, non-residential experience.
OR
your resume must reflect a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such degree.
OR
LL.M. or J.D., if related.
To qualify at the GS-12 grade level, you must possess one year of full-time specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience in evaluating, preparing and processing land transactions to include permits, licenses, acquisition contracts, utility corridors, reviewing legal descriptions, preparing land use agreements; or title search and land ownership verifications. All experience at this level must be non-commercial, non-residential experience.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. Note: Time-in-Grade must be met before an application is reviewed for qualifications. There is no education substitution for Time-in-Grade requirements.

Education
This vacancy announcement allows substituting education for experience at the GS-11 grade level, ONLY.
