Program Analyst serves within the Veterans Health Administration (VHA), Tennessee Valley Healthcare System, Anesthesia Service, and is responsible for the data collection, data extraction, data trends, and studies as it relates to the efficiency and effectives of anesthesia operational program activities.
Duties
Primary analyst and advisor to management on the evaluation of the effectiveness of operating room and non-operating room Anesthesia services, Pain Management clinics, Critical Care, Anesthesia Perioperative Medicine, Preoperative clinic, and Community Based Outpatient Clinic (CBOCs) programs and operations.
Ensures Anesthesiology Service and staff are educated and accountable for data management.
Responsible for coordinating and supporting mechanisms for successful data entry designed to ensure accurate and consistent data entered into a Medical Center database.
Coordinates integrating and analyzing of data from various sources that impact patient care by optimizing access and tracking quality and assisting with methodology data acquisition for research projects.
Provides vision and uses creativity, influence, and technical ability to advise, create, and implement monitors in measuring all data input.
Analyze, interpret, and implement regulations accurately to reflect current operating procedures.
Analyzes situations to determine what decisions can be made or if advice of a higher authority is needed on special problems that may involve public relations.
Performs research and coordinates with anesthesia leader to provide recommendations for improvement to senior leadership, clinical, and business plans for anesthesia service.
Leads and/or participates in collaborative workgroups, conference calls, special projects, and investigations that have high priority for upper management.
Coordinates the collection of data concerning patient care activities; makes computations as required and reports weekly, monthly, quarterly, or annually to management.
Ability to have good understanding of preparing letters, memorandums, and other written communication.
Helps develop effective, efficient processes for collecting and maintaining workload management to present research and analysis findings to diverse audiences.
Conduct meetings with staff and management.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Your experience must have equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: Working with clinical software packages. Possessing knowledge of anesthesia operations. Working with data analysis and reporting to use data to track and manage patient care. Collecting data in order to retrieve, analyze, summarize, and present information effectively. Creating and recommending new operations strategies based on the findings of their analyses and identify how strategies may impact long-term growth. Communicating both orally and in a variety of written documents.

GS-9 Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. (Transcript Required)
OR
GS-9 Combination: Applicants may also combine education and specialized experience to qualify at the GS-9 level. For example, an applicant that has six (6) months of creditable specialized experience (50% of specialized experience required) and 1-1/2 full years of successfully completed of progressively higher-level graduate education or masters or equivalent graduate degree or LL. B or J.D. in a related field of the position (1-1/2 years of the required 2 years of graduate level education would count towards 50% of the required education for the GS-9 level) would qualify for this position. Physical Requirements: The employee does sedentary work, such as sitting comfortably. There may be some walking, standing, bending, or carrying of light items. No special physical effort or ability is required to perform the work.
