This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of the Chief Financial Officer (OCFO) with one vacancy located in Silver Spring, MD.

Duties
As a Budget Analyst, you will perform the following duties:
Serves as a technical expert, researching complex accounting, disbursement, and other fiscal issues that require financial and/or regulatory analysis.
Interprets regulations from several sources and prepare clear and concise written responses or recommendations related to audit questions or findings identified during audit by interpreting accounting principles from authoritative sources including Generally Accepted Accounting Principles (GAAP), GAAP, Financial Accounting Standards (FASB), Generally Accepted Government Auditing Standards (GAGAS), Yellow Book, etc.). In response to audit findings, develops and/or recommends modifications to policies, issuances, and directives to address issues identified. Serves as liaison between internal and external auditors and program offices.
Advises senior leadership on all aspects of financial management, including accounting, budgeting and status and control of funds relevant to their organizational needs and program objectives. Designs and implements financial operation improvements.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 pay band or GS-12 grade level in the Federal service. Specialized experience MUST include all of the following:
Participating in financial audits by gathering budgetary information and providing responses to auditor questions.
Managing financial risk assessments and craft and execute correction efforts.
Developing program objectives, financial/budgetary policies, and operating instructions.
