The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Lead the evaluation of IC's efforts to build and sustain a continuity capability against existing requirements.
Manage and lead day-to-day programs that operationally enable continuity of government, enduring constitutional government, watch operations, capabilities integration, and test training and exercise programs
Manage budget and staffing requirements, policies and procedures, accountable equipment and resources .
Plan for, lead and advise senior ODNI Leadership during deployments for National Security Emergencies, National Security Special Events, IC and ODNI national continuity alerts and activations, emergencies, exercises, and other national response and operations initiatives;
Manage and lead plans and support programs that enable the relocation and response elements of continuity resources - Manage and lead the tracking of critical personnel and resources.
Facilitate and lead ODNI Mission Area forums.
Oversee the development of national intelligence and preparedness policy to support mission requirement, as needed.
Oversee the development of programs, personnel budget and training to ensure the continuation of mission in the event of an emergency.
Liaise with IC partners to ensure that resources are properly arrayed to address continuity requirements identified in existing policy.
Lead the mission and enterprise objectives of the National Intelligence Strategy or other national level guidance documents.
This position is subject to recall 24/7/365, operational shift work to conduct continuity and emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
All GS-15 positions may be reassigned to lead another PMR mission area to fill a critical mission need.
Qualifications
Position is primarily located in Bluemont, VA with ability to report to Reston, VA location (up to 25%). Incumbent may travel to alternate locations on occasion as needed to support mission requirements.
Expert knowledge of IC organizations' missions in order to develop the national-level strategies and policies necessary to support US continuity requirements. Expert knowledge of the executive/legislative decision making process, including support to Interagency Policy Committees.
Superior ability to work effectively with senior leadership to build consensus on contentious issues and to foster a collaborative work environment across the ODNI, IC, and mission partners.
Superior ability to lead and manage capabilities, including that ability to effectively direct taskings.
Superior ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
Superior interpersonal, organizational, and problem-solving skills, including superior ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues.
Expert ability in program management oversight to include prioritizing group needs, requirements, and resources with other programs at the PMR corporate level;
Expert knowledge of and experience with resiliency-focused activities in continuity, risk management, watch operations, capabilities integration and/or test, training and exercise programs.
Superior ability to communicate complex technical information, both verbally and written, in a clear, concise manner that that can be understood by a diverse non-technical audience with different perspectives, objectives and priorities.
Superior ability to build, empower and encourage a diverse group of people with different backgrounds, perspectives and skillsets to work collaboratively and communicate as a team;
Superior ability to lead and manage capabilities, including that ability to effectively direct taskings.
Willingness be recalled around the clock for continuity operations.
Professional certifications focused on continuity OR the ability to earn a professional certification within 12 months of assignment.
