You will serve as a HEALTH SYSTEM SPECIALIST in the Force Medical Readiness (FMR)/ Patient Administration Division (PAD) of NAVMEDFORPAC SAN DIEGO CA.
This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
Serves as Acting Director N34 in the absence of Director and the duty expert and mentor to the NMRTCs, NMRTU, EMFs, operational and medical forces.
You will serve as the NMFP HIPAA Privacy Compliance Program Manager and is responsible for managing the development, implementation, and execution of the HIPAA and PA Compliance and Breach Response and Prevention Programs.
You will serve as the NMFP?s Communications and outreach point of contact for HIPAA and PA. Serves as the NMFP liaison with HHS Privacy Office, DHA Privacy Office, BUMED Privacy offices and Atlantic Fleet forces privacy officials.
You will provide technical advice, guidance, and consultative assistance on matters relating to analysis and evaluation of Force Medical Readiness programs and Patient Administration functional areas.
You will lead and integrate HIPAA, PA regulations, Social Security Number (SSN) Reduction Plan, and E-Government Act of 2002 with both administrative and clinical aspects of NMFP, Fleet and subordinate command goals.
You will evaluate and provide technical guidance on current policies and procedures of the Uniform Services, DoD, and other federal agencies concerning Patient Administration Functional areas.
You will evaluate programs, processes, manages change and the improvement of these services as necessary to support the department mission, goals, and objectives.
You will develop, coordinate, and implement policies; provide consultation services; conduct evaluation of Military Health System (MHS) and the HIPAA and PA compliance programs for reporting and investigations of breaches.
You will implement PA requirements throughout the NMFP, including the oversight of the development and use of PA Statement notices required for direct solicitation and collection of Personally Identifiable Information (PII) from individuals.
You will work various internal and external taskers and/or data calls as assigned.

Qualifications

To qualify for the GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Providing health system management /analytic concepts, principals, practices, and techniques to facilitate and integrate the following functions: Medical Readiness programs, HIPAA, Privacy Act of 1974 (PA) and Data Security Compliance, and Patient Administration Support Services;
Applying analytical/evaluative methods and project management principles, methods and practices in order to review and analyze System of Records Notices, PA Statements and Privacy Advisories and to evaluate program operations;
Utilizing quantitative and qualitative methods for assessment and applying the results of analyses toward improvement of program effectiveness, complex processes, and systems;
Apply complex fact-finding, analytical and problem solving methods and techniques to identify interrelated system level problems and recommend appropriate action for their resolution;
Working w/existing data collection systems as well as working with higher headquarters on the selection, development of data systems, and subsequent tracking/analysis, from preliminary discussions to post installation modification and support; AND
Developing innovative solutions along with implementing instructions for the effective change involving new methodology, policies or procedures.
