This Tractor Operator position is in the Facilities Management Service (FMS) at the White River Junction VA Medical Center located in White River Junction, Vermont. This position is a full-time position at 40 hours per week.

Duties

Duties include but are not limited to: Operate large farm-type tractors and towed or attached equipment to maintain grounds and roads. Frequently operate towed or attached equipment from the seat of the tractor through hydraulic or mechanical controls. Manipulate both tractor and equipment controls at the same time. Operate large tractors and equipment between shrubs and trees, along fences and curbs, in snowy or marshy areas, and in areas where tree limbs, bushes, and rocks are more likely to cause clogging or jamming of the equipment. Operate maintenance equipment, utility vehicles, and large tractors on the VA campus over even and on uneven ground surfaces. Complete preventative maintenance inspection before and after each use of equipment. Ensured cleanliness of all equipment. Maintain complete records and logs for all required maintenance and operations. Performs work breaking up asphalt and concrete using jackhammers, sledge hammers, pick axes, and heavy equipment. Will compact soils, build frames & forms, patch and compact asphalt surfaces, mix & pour concrete, for patch and full repairs of concrete sidewalks, walkways, ramps, steps, curbs, planters, and bollards. Performs such functions as planting, fertilizing and watering flowers; edging and weeding flower beds; installing bark mulch; and pruning shrubs. Clear sidewalks using large, industrial-type, powered snow blowers. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). Physical Requirements/Working Conditions: Physical Requirements: Tractor Operators exert light to moderate physical effort while performing duties such as operating tractors and uncoupling and making couplings between tractors and towed vehicles. The work requires frequent stooping, bending, reaching, and arm and leg movement to operate tractor controls. Operators frequently lift and carry parts and equipment weighing up to 23 kilograms (50 pounds). Occasionally, they move heavier items with assistance of other workers or mechanical lifting devices. Tractor Operators exert additional effort in operating equipment controls, making more frequent arm and leg movements. Be required to help in loading and unloading of motor vehicles such as vans, shuttle van, box truck, jitneys etc. Must properly secure loads in all vehicles. Have to exert physical work, i.e., bending, lifting, turning or moving arms, feet, legs; operates hand and foot controls, changes tires, makes emergency repairs on vehicles, is capable of lifting 50 lbs. or more, materials, supplies, and equipment. Need to be able to cut grass, mow lawns, trim trees, fertilize grass and flowers, and shovel snow. Be able to operate equipment in snowstorms which requires strenuous effort and endurance during long hours. Working Conditions: Tractor operators work inside and outside. Operators are subject to drafts, noise, dust, grease, dirt, fumes, and varying temperatures inside. They are exposed to weather and temperature extremes outside, as well as high noise levels, vibrations, and jolts from the tractor and towed equipment on rough and steep terrain. Will be exposed to sudden changes in temperature due to demands of the job. Will be required to work in contaminated and contagious areas and with contaminated equipment. Will be required to lift items in excess of 50 lbs. Is subject to the possibility of severe injury including cuts, bruises, broken bones, strained muscles, etc., as a result of accidents while operating equipment, from falling objects, slips and falls, etc. May have to work with contaminated materials, i.e., medical wastes, and supplies. Some operators are exposed to chemical dust and sprays and may need to wear protective clothing and respirators. Will work with equipment requiring the proper use of Personal Protective Equipment (PPE) not limited to items such as safety glasses, hearing protection and gloves. They follow prescribed safety practices and use safety equipment to avoid injury and possible hazards in the work area.
