This position is located in the Railroad Retirement Board's Office of Policy and Systems. The incumbent will be responsible for serving as the Senior Tax Policy and Systems analyst. This job will be filled on a temporary, part-time basis for approximately one year. This job announcement may be used to fill one or more vacancies. Part-Time 20hours - Temporary NTE 1 year/1040 hours. This is a bargaining unit position. This position is represented by the Council of AFGE Locals in the Board.

Duties

As a Senior Tax Policy and Systems Analyst for the RRB, you will: Provide technical advice and guidance on Railroad Retirement Act (RRA) taxation issues to analysts within the Office of Policy and Systems and Unemployment and Program Support Division's Taxation Section, as well as other agencies, such as the Internal Revenue Service. Provide technical assistance on all aspects of assigned projects, including the design and scope of all individual applications, testing and implementation. Serve as a spokesperson for projects. Conduct training, explain new or revised procedures, and participate in the development of training materials.

  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period
  • Proof of ICTAP eligibility required

Qualifications

One year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience in the investigation, analyzation and application of tax legislation and regulations that impact retirement, unemployment and other benefit entitlement programs taxation operations and policies; serving as the subject matter expert in the development and implementation of automated taxation accounting systems, programs and processes; dealing with external agencies or organizations relating to the tax inquiries, issues, reports and statements. Only experience obtained by the closing date of this announcement will be considered. Time-in grade-restrictions: Applicants who are current or former Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements (52 weeks at the next lower grade level, GS-12).
