This position is part of the Haskell Indian Nations University, Bureau of Indian Education. As an IT Specialist (INET) you will be responsible for performing work involving the performance of routine and recurring assignments supporting IT systems administration, developing system administration requirements and specifications, adapting practices and procedures to ensure execution of priorities and compliance with sound systems management, and interpreting guidelines.

Duties

As an IT Specialist (INET) GS-2210-12, your typical work assignments may include the following: Performs Cybersecurity roles and responsibilities outlined in the National Initiative for Cybersecurity Education (NICE) Framework. Develops and refines Internet services (e.g., Websites, list servers, and FTP sites) and consulting with program specialists in developing new services or enhancing existing services that expand current information dissemination capabilities while serving as a technical specialist in the application of Internet technologies to meet the needs of functional customers. Serves as the web developer/webmaster at Haskell and leads team efforts to manage and monitor various elements of the web site and ensures the highest standards of quality. Demonstrates expertise in web publishing techniques and technologies including Cascading Style Sheets (CSS), Hypertext Markup Language (HTML), and the use and performance of web based collaboration systems such as Sharepoint, content management systems such as Wordpress and Drupal, recommends system development, modernization and enhancement intended to improve ease-of-use and reduce content errors. Analyzes and evaluates web traffic, customer feedback and other metrics using a variety of analytical tools to identify trends in content production, and web site use. Plans and coordinates product and design of websites, or SharePoint sites, including installation and lifecycle upgrades, overseeing and resolving technical and administrative problems, controlling current versions and future releases of software and applications software, and documenting the physical configuration of the systems. Researches options for problem resolution and recommendations.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. Basic Requirements: Experience Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail- Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the Basic Requirement, you must also meet the Minimum Qualifications requirements below. Specialized Experience for GS-7 and Above: Positions at GS-7 and above require one year of specialized experience at the next lower GS-grade (or equivalent). Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled, as shown below: GS-12: 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service. Examples of specialized experience includes: serves as webmaster to design, create, and manage Internet and Intranet web sites for organization using HTML, CSS, and CMS platform such as WordPress; develops or documents style guidelines and implementation procedures for web site content updates, promotes guidance on the most appropriate methods for delivering information via the Internet and for optimization of workstation for web page development; tracks, compiles, and analyzes web site usage statistics and data; troubleshoots web site content uploading and/or appearance problems and coordinates with IT personnel to resolve issues, creates and maintains a proactive plan for an organization's current and future Internet presence based on promotional, presentation, and information of programs, operational needs, objectives, and goals; establishes method for backup and recovery plans regarding web site data and ensures successful restoration to web server or web host, creates mobile friendly web sites and understands image and video quality requirements for optimization on various web media such as social media, video channels, and various browsers; and provides virtual and in-person training to content providers on submission standards and methods for all Internet and Intranet web site posts. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.
