Duties

Serves as a Police Officer ensuring a safe and secure environment across all VA administrations and properties within various settings, including a variety of jurisdictional environments, such as VHA Medical Centers and facilities, Inpatient Clinics, Outpatient Clinics, and domiciliaries throughout the United States. This position serves as a vital part of the VA Police Services often serving as the face of the VA and as the first person a Veteran or visitor encounters when entering a VA facility. The incumbent provides security and assistance to Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities daily. The incumbent is expected to empathize, engage, and communicate with all individuals they encounter to ensure a positive outcome and the safety of the facility and all its occupants. Serves as a Police Officer carrying out responsibilities where most work is performed on Veterans Affairs Departmental properties, which includes any properties owned, leased, or licensed to VA. Provides policing services in a variety of jurisdictional environments where each type of jurisdiction (Exclusive, Concurrent and Proprietorial) has different enforcement rules and requires Police Officers to understand the complexities and legally apply the correct set of laws, regulations, and processes. Work Schedule: Rotating shifts, weekends and holidays. Position Description Title/PD#: Police Officer/PD99925A and PD99925 Physical Requirements: The work requires, on a regular and recurring basis, considerable and strenuous physical exertion such as running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed. Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. In most instances, a specific medical condition or impairment will not automatically disqualify an applicant or employee. A medical condition or impairment is disqualifying only if the condition, for good medical reason, precludes assignment to or warrants restriction from the duties of the specific position. For some positions, the loss or impairment of a specific function may be compensated for by the satisfactory use of a prosthesis or mechanical aid. Medical Requirements: The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

  • Law Enforcement personnel are required to carry agency-approved firearms while on duty on VA property. Must achieve and maintain qualification with the agency-approved firearm as condition of gaining and continuing employment.
  • Must be proficient in the English language IAW Public Law 94-102 dated 11/23/1977.
  • An individual who is convicted of a domestic violence charge cannot be authorized to own, be issued, purchase, or otherwise have possession of a handgun under the Lautenberg Amendment (PL 104-208) to the Gun Control Act of 1968 (18 USC 922).
  • New VA Police Officers are required to successfully complete the 8-week Basic Police Officer Course in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment.
  • Must meet and maintain physical, psychological, and weapons qualifications as outlined in VA Directives/Handbooks 0730 and 0720. Must successfully complete an annual physical and psychological examination.
  • Must maintain a valid state driver's license.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-05 Grade Level: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: work that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. At this level, police work must have included patrolling assigned area(s) to enforce laws and ordinances, regulate traffic, control crowds, prevent crimes and/or arrest violators. Experience as a security guard or corrections officer is generally NOT qualifying. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a full 4-year course of study leading to a bachelor's degree in Police Science or a comparable degree program related to the work of the position. This education must have been obtained at an accredited college or university. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of: successful completion of a Federal, State, county, or municipal police academy or comparable training course that included at least 40 classroom hours of instruction in police department procedures and methods, and local law and regulations, to substitute a maximum of 3 months of specialized experience AND possess at least 9 months of specialized experience as identified above. NOTE: Appropriate documentation of completion must be submitted with your application materials. GS-06 Grade Level: You may qualify based on your experience as described below: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: work that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property; taking initial complaints; interviewing witnesses; securing a crime scene and conducting limited searches; responding to emergency situations; gathering information and preparing reports; conducting routine patrol, traffic control, and traffic accident investigations. Experience as a security guard or corrections officer is generally not qualifying. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-06. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
