JOB DESCRIPTION: Antiterrorism Specialists support agency Antiterrorism (AT) functions to include risk management, planning, training and exercise, resource application, and program reviews. They develop, integrate, and exercise AT plans and policy to determine, validate, and sustain the viability of antiterrorism plans to prevent, protect against, mitigate and respond to terrorist threats.

Duties

ADDITIONAL INFORMATION: Antiterrorism/Force Protection (AT/FP) Specialists focus on the physical protection of Agency assets (e.g., people, facilities, equipment), as required by policy and operational requirements, to provide a safe and secure work environment. They ensure the construction and implementation of a safe and secure environment that will provide for the protection of human capital assets. This is accomplished through the application of knowledge and related AT/FP Program elements and strategy (e.g. risk management, planning, training & exercises, resource application and program reviews). AT/FP Specialists also develop and implement policy and instructions to support Agency protective measures and exercise risk management in balancing AT/FP measures with operational requirements.The following position is for an Antiterrorism Specialist within the Office of Protective Services, AT Program, Springfield, Virginia. Applicant will be a dynamic and motivated individual that will provide headquarters level guidance and support to the Agency's AT/FP programs to include: initiates, prepares, maintains, and monitors operations plans and supporting documents; coordinates, reviews, and provides input to agency plans and efforts; facilitates multiple AT/FP related assessment programs; coordinates training activities for AT personnel; provides security engineering design requirements and AT construction requirements for facility and construction projects; and provides policy and direction for AT programs. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online resumes must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement: 1. Demonstrated experience executing an Antiterrorism/Force Protection (AT/FP) program at an agency, headquarters, or command level.2. Demonstrated experience leading AT working group discussions and structures interactions to guide groups toward a desired outcome or mutually-agreed-upon conclusion.3. Demonstrated experience in non-technical writing, strategic planning and process improvement metrics of antiterrorism plans or policy.4. Demonstrated experience conducting assessments of threats and vulnerabilities and determining deviations from acceptable configurations or enterprise or local policy.5. Demonstrated experience in assessing level of risk and developing and/or recommending appropriate mitigation countermeasures in operational and non-operational situations.EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Homeland Security, Security Management, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in the performance of antiterrorism duties or a related field that demonstrates the ability to successfully perform the duties associated with this work. -OR- C. Experience: A minimum of 4 years of experience in the performance of antiterrorism duties or a related field that demonstrates the ability to successfully perform the duties associated with this work. -AND- LICENSES/CERTIFICATIONS: Must have completed a formal in-residence or mobile training team Military Department-approved AT Level II training course prior to hire. Must obtain the US Army Corps of Engineers (USACE) Security Engineering Training Course and the DoD Mission Assurance Assessment Program Course within 12 months.DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Completion of a Defense Threat Reduction Agency (DTRA) assessment training course.2. Bachelor's degree in a related field (i.e., Homeland Defense, Security Management, etc.) or equivalent years of experience in the field.3. Demonstrated experience providing oversight/guidance over site/installations level AT programs, process improvement; and the use of metrics as evaluation tools.4. Demonstrated experience developing project plans, coordinating schedules, and managing project deliverables and resources, including monitoring and inspecting costs, work, and contractor performance.
