Duties

You will be responsible for the resolution of technical issues under the cognizance of the Supervisor of Shipbuilding (SUPSHIP) Bath Waterfront Chief Engineer. You will review and approve complex engineering data prepared by the shipbuilder, government design agent, or their subcontractors to assure compliance with the design specification, sound structural engineering and naval architecture practice. You will conduct technical evaluations and investigations into project and process problems which arise during the design, construction and overhaul of naval ships. You will prepare correspondence, technical and trip reports, memoranda, specification change notices, work instructions, contract field modification requests, and scope documents as required to complete project assignments. You will review and evaluate changes to the shipbuilding or ship repair specifications to determine the impact of such changes on the system design, operation, construction schedule and cost. You will coordinate with other engineers in design development and ship construction to ensure that all technical areas are covered. You will provide technical support to Quality Assurance Specialists and Managers within the Quality Assurance Directorate, as required. You will identify and resolve problems that may arise during in-process inspection, test and trials.

Qualifications

In addition to the Basic Education Requirements, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer providing architectural engineering guidance in the planning, design, construction, testing, or maintenance of naval surface ships to meet project specifications, requirements or schedules. Education

Applicants must meet the following Basic Education Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)ORSuccessful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
