The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Op Flight in the Civil Engineer Squadron. Responsible for providing a systematic and integrated mgmt of the Op Engineering, Facilities, Heavy Repair, and Infrastructure elements to effectively execute the installation's mission, and sustain quality of life.

Duties

- Performs work planning responsibilities. Plans and establishes long-range work requirements and schedules (typically 6 months or longer). - Performs work direction responsibilities. Assigns and explains work requirements and operating instructions to subordinate supervisors. - Performs administration responsibilities. Participates with subordinate supervisors/employees in the development of performance plans. Advises them in advance of performance expectations. - Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. - Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

  • The work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for the position.
  • Must be able to obtain and maintain a secret security clearance.
  • May be required to work an irregular schedule and/or overtime work, may also be required to work other than normal duty hours including evenings, weekends, or holidays
  • Personal computer and related administrative skills are highly desired. Must be able to compose grammatically correct written correspondence and to review/correct correspondence submitted by subordinates
  • Additional responsibility is to ensure Minot AFB is operationally capable of continuing the dual wing missions even if the military civil engineering personnel are strategically deployed.
  • Employee will be required to participate in local exercises and training programs to prepare for an actual emergency.
  • Employee will be required to work an extended shift as directed by the seventy of the emergency or by the direction of higher management for the purpose of maintaining command and control of the crisis situation.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 General Maintenance & Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to supervise. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 2. Knowledge of safety regulations, practices, and procedures. 3. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 4. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 5. Ability to manage overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices, and procedures through one or more levels of subordinate supervisors. 6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
