This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Perform quick response audits, audit readiness and sustainment, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up. Perform the most complex analysis and evaluations related to all aspects of accounting, management control and risk management. Audit generally address technical problems such as system integrity, adequacy of service and compliance with standard accounting principles as well as legal and regulatory requirements. Interpret policies and procedures generated by higher headquarters to include implications of immediate-and long-range management activities, plans and decisions. Perform a variety of audits that are usually without precedent and require the use of advanced auditing techniques in gathering and evaluating pertinent data. Accomplish internal audit steps by applying Government Auditing Standards and a wide range of audit techniques (e.g., interviews, computer assisted audit techniques and statistical analysis) in gathering, documenting and summarizing data.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is a Financial Management Level 3 Certified position designated as such in accordance with National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of the certification program.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the incumbent to obtain and maintain a valid Secret security clearance.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for an Auditor: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.) OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. (Note: You must attach a copy of your transcripts.) (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (Note: You must attach a copy of your transcripts.) In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience includes: (1) planning and/or executing an audit program for an organization; (2) reporting audit findings for assigned programs; and (3) administering a wide range of audit techniques such as interviews, statistical analysis, questionnaires, and computer-assisted auditing to structure and/or surface significant findings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-12).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
