This position serves as a Training Specialist and is located in the Education and Staff Development Service at the James H. Quillen VA Medical Center (JHQVAMC), Mountain Home, Tennessee. The position reports to the Nurse Manager of Education and Staff Development who reports to the Chief of Education & Staff Development.

Duties

The work involves training and development, course development, coordination of training and consulting for clinical and non-clinical programs for over 2900 employees throughout Medical Center and CBOCS. Additionally, the incumbent serves as the liaison between Mountain Home VAMC and VISN 9 for all Talent Management System (TMS) administration to include oversight and management of the TMS. Individual Occupational Requirement: Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. NOTE: CANDIDATES USING EDUCATION TO MEET THE INDIVIDUAL OCCUPATIONAL REQUIREMENT MUST SUBMIT AN UNOFFICIAL TRANSCRIPT OF CONFERRED DEGREE BY THE ANNOUNCEMENT CLOSING. LATE SUBMISSIONS WILL NOT BE ACCEPTED. OR Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. NOTE: THIS EXPERIENCE MUST BE DOCUMENTED IN YOUR RESUME .In addition to the Individual Occupational Requirement, you must also meet the Time-in-Grade Requirements below. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old.. Award 50s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. In addition to the Individual Occupational Requirement and Time-in-Grade Requirement, applicants must also possess the specialized experience as described below. GS-9 REQUIREMENTS GS-9 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Preparing and conducting technical training and instruction for both clinical and non-clinical staff. Administering tests. Assessing the training needs and certification requirements. Coordinating and analyzing training program objectives, technology, computer programs, intake and scheduling processes, and other resources. Creating training materials (course outlines, background material, instructional materials, and training aids, etc.,). Assisting in the developing standard operating procedures. Conducting New Employee Orientation (NEO), etc. OR EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (MUST PROVIDE TRANSCRIPT TO RECEIVE CREDIT) OR COMBINATION: Applicants may also combine education and experience to qualify at this level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. (MUST PROVIDE TRANSCRIPT TO RECEIVE CREDIT) You will be rated on the following Competencies for this position: Analysis and Problem SolvingCommunicationComputer SkillsTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENTS: Work is performed in an office and classroom setting, as well as other locations throughout the facility and occasionally offsite. The work area is adequately lighted, heated and air-conditioned. There are no unusual risks or safety hazards associated with this position.
