The primary purpose of this position is to manage the Air Force Largest Joint Base (JB) vehicle and vehicular equipment fleet assigned to six DoD Major Command, five Numbered Air Force, six DoD Centers, five DoD Wings and 200 additional Mission Partners.
Duties
Manages and accounts for JBSA vehicle fleet inventory and support activities ensuring fleet management services provided complies with DoD, legal and regulatory requirements in meeting our internal and external customers mission requirements.
Manage GSA fleet permeant assigned, short- and long-term lease/rental program for all non-tactical vehicles assigned JBSA in accordance with DoDM 4500.36, AFI 23-302 and GSA directives, policy, and procedures.
Establish a JBSA Vehicle Control Official (VCO) program at enduring locations in accordance with AFI 24-302. Conduct Vehicle Control Official meetings at least once a year.
Performs recurring and special analytical support of data produced by vehicle management activities. Analysis encompasses a variety of problems and unique situations which are performed with considerable independence.
Performs administrative office support functions and maintains cooperative working relationships with team members, related functions, and operating officials.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, Transportation Clerk and Assistant Series, 2102.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of administrative and technical publications, technical terminology (automotive), Time Compliance Technical Order (TCTO) program, standard management practices, and automated data systems such as the Defense Property Accountability System (DPAS) or similar programs. Knowledge of vehicle maintenance regulations, policies, procedures, techniques, and processes. Knowledge of resource management principles and procedures as related to transportation/vehicle maintenance control functions. Knowledge of records management guidelines, regulations, and procedures to include establishing, maintaining, and disposal of required documents/logs/reports. Knowledge of supply regulations, policies, procedures, and instructions applicable to specific assignment.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the Logistics Installation and Mission Support Enterprise View -Vehicle View (LIMS-EV) and Basing & Logistics Analytics Data Environment (BLADE).
Knowledge of the Defense Property Accountability System (DPAS), Maintenance and Utilization (M&U) module and Warehouse module.
Knowledge of Transaction Request Tool (TRT).
Knowledge of GSA Programs and data bases, Logistic Tool Suit, Drive thru, Speedpay, federal motor vehicle registration system (FMVRS) and Customer Acquisition Module (CAM).
Knowledge of the DODI and DAFI governing vehicle management and transportation operations.
Ability to represent the organization in a professional manner. Ability and skill to communicate orally and in writing at a level expected in personal contact with commanders of squadron, group, and wing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
