Duties

Determines preparedness and suppression needs, facilitates procurement, and formulates and prepares project plans. Formulates annual budget and maintains a system of accounts to track program expenditures. Actively outreaches, recruits, and hires crewmembers following approved processes. Evaluates organizational training needs, develops, and implements a training program specific to crew needs. Recognizes, reacts to and communicates changes in weather and fire behavior; topography and fuel types; and adapts planned strategies and tactics to identify and relocate firelines, escape routes and safety zones. Identifies and analyzes suppression tactics and strategies employed on the fires, and revises and/or develops alternatives in view of such conditions as fuels, weather, and topography. Executes prescribed burn plans for complex burn projects in a wide variety of fuel types and executes complex firing operations on wildfire incidents. Plans and directs overall work to be accomplished by subordinate supervisor(s), sets and adjusts priorities, and prepares schedules for completion of work. Negotiates and coordinates work projects with other unit managers and supervisors. Selects subordinate supervisor(s) and other handcrew employees. Identifies and provides for routine training needs and makes decisions on special, controversial, or costly training for subordinate employees. Responsible for the on-the-job safety and health of all employees supervised. Ensures that a comprehensive job hazard analysis is conducted and a risk management process is implemented.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

  • You must be 18 years of age or older to be assigned to a hazardous position.
  • You must pass a pre-employment physical.
  • You must meet specified levels on annual physical fitness tests, and pass periodic medical exams for wild land fire personnel, commensurate with current incident management qualifications.
  • You must also pass the work capacity test for arduous positions.
  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • May require a one year probationary period.
  • Applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.

Qualifications

Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified: This position is subject to the lnteragency Fire Program (IFPM) Standard and Guide selective placement factors for a Interagency Hand Crew Superintendent (IHCS). This position requires the following qualifications - Currency Not Required: ICT4 Incident Command Type 4, and TFLD Task Force Leader, and FIRB Single Resource Boss-Firing. Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the level that is equivalent in difficulty and complexity as indicated by the following examples: Serving as a GS-8 Assistant to an IHC superintendent, or equivalent work such as a Captain or Assistant Superintendent on a Type 2IA crew, as a fuels/fire-use module leader or engine captain in planning, development, and implementation of fire management projects such as prescribed fire, hazardous fuels, and other land management projects. Provides day-to-day supervision of an IHC, making on-site evaluations of incident conditions, tactical decisions, and determining appropriate responses. Exercises delegated supervisory authority such as planning subordinate work, setting and adjusting priorities, and assigning work. Responsible for on-the-job safety and health of all crew. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. This is a primary firefighter position under the special retirement provisions of 5 U.S.C. 8336 (c)(CSRS) and 5 U.S.C. 8412(d) (FERS). The position is subject to maximum entry age (MEA) requirements. The maximum entry-age for this position shall not exceed age 37 unless you have sufficient prior Federal civilian firefighter experience or you are a preference eligible veteran. If you are a preference eligible veteran, you may be eligible for this position after your 37th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. Failure to provide this documentation with your application will result in loss of eligibility to receive a waiver of the maximum entry age requirement. If over the MEA and you are not a veteran, proof of prior covered service must be submitted prior to employment. Acceptable proof consists of SF-50s showing beginning and ending dates of covered/creditable appointments and copies of approved letters based on individual claims. Physical Demands: Essential functions require arduous exertion for protracted periods of time such as, but not limited to, extensive running, walking, climbing, kneeling, stooping, pulling hoses, jumping and twisting. Duties involve fieldwork requiring above average physical performance, endurance and superior conditioning. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring at least average agility and dexterity. Duties include demands for activities performed in emergencies under adverse environmental conditions and over extended periods of time. Operation of some specialized fire equipment can place extended physical stress on the employee during fire activities. Work Environment: The work is primarily performed in forest, desert, and range environments in steep terrain where surfaces may be extremely uneven, rocky, covered with vegetation, and in smoky conditions, etc. Temperatures vary from above 100 degrees F to below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. You must adjust and cope with exposure to adverse weather elements, dust and smoke, poor sleeping and eating conditions and unpredictable sets of circumstances. You may be required to live in backcountry camps for extended periods of time. The hazardous nature of the work requires that personal protective equipment be worn (boots, hardhat, gloves, flame resistant clothing, etc.). Work may require travel by fixed-wing or rotorwing aircraft.
