This position is located in the U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Human Resources (OHR), Division of Workforce Development and Inclusion (DWDI), Diversity and Inclusion Section.
This position is outside the bargaining unit.
Duties
Major duties include but are not limited to the following:
The incumbent serves as a Diversity Program Manager and provides advice and guidance to top management on diversity strategies. Coordinates Department-wide special emphasis programs for targeted diverse areas including performing related initiatives and overseeing the management of those programs. The incumbent designs diversity and inclusion outreach and recruitment strategies.
Manages long-term planning and execution of diversity initiatives in program areas targeted. Works closely with managers and supervisors to develop and implement outreach diversity plans which focus on recruitment, retention, development, enrichment opportunities, and succession planning.
Analyzes Department-wide inclusion programs and issues to determine problem areas and develops recommendations for improvement and/or policy changes.
Coordinates and collaborates with serviced organizations and other internal HR functional areas such as employee relations, labor relations, classification, training, information systems, and security for special emphasis and diversity programs. Develops policy, regulatory and program issuances and ensures they are properly integrated with other staff actions and HR functional areas. Prepares reports and/or written analyses regarding precedent-setting diversity and inclusion issues. Presents reports and briefings on program status and/or recommended action to various audiences. Often leads special high-level projects and develops diversity and inclusion policies and guides to meet the needs and goals of the overall OHR program for the Department.
Provides authoritative policy and regulatory interpretations to management officials and other HR Specialists on diversity and inclusion laws, regulations, policies and procedures. Develops new policies, standards of practices, value map streaming or processes when existing guidelines or precedents are scarce or inadequate.
Conducts benchmark studies to identify systemic concerns and/or barriers adversely affecting workforce diversity.
Maintains contacts with community and advocacy organizations, professional groups and academic institutions that promote the diversity employment efforts of the Department. Trains hiring managers and HR staff on how to select, manage, evaluate and retain diverse employees.
Prepares written reports and other communications on the full range of range of diversity-related topics targeted to all human resources professionals. Provides briefings, information sharing sessions and establishes partnerships with human resources staff to ensure proper consideration of persons within the targeted diversity program area.
In the absence of the Director, represents DOL as a spokesperson and attends meetings to ensure DOL's message, priorities, programs, and commitments are communicated involving the diversity areas targeted.
Researches, gathers information, and analyzes data (to include federally required reports such as Management Directive 715 (MD-715), Federal Equal Opportunity Recruitment Program (FEORP), Disabled Veteran's Affirmative Action Program (DVAAPA), etc.), determines trends and provides direct development, oversight, and management of said data. Provides analysis of other workforce information to ensure the inclusion and capturing of data and information. Writes and reviews Diversity articles and other content products to ensure the communication of federal initiatives and mandates geared toward federal programs, initiatives, and services.

Qualifications
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized Experience is defined as experience consulting and advising managers/supervisors, internal and external stakeholders on diversity, equity, inclusion, and accessibility (DEIA) programs and strategies; conducting and performing barrier and trend analysis; analyzing data for demographic and diversity reports (i.e. Federal Equal Opportunity Recruitment Program (FEORP), Disabled Veteran's Affirmative Action Program (DVAAP), etc.); coordinating, planning and developing diversity outreach and recruitment efforts; and building alliances with organizations, professional groups, and/or academic institutions.
Education
There is no substitute of education for specialized experience to qualify for this position.
