The primary purpose of this position is: To prepare installation and major command (MAJCOM)-level explosives safety site plans for review and approval by the Department of Defense (DoD) Explosives Safety Board (DDESB) in accordance with Public Law; manage Pacific Air Forces (PACAF) explosives siting, exemption, and waiver programs; accomplish all (Cont. below)

Duties

Summary Cont.: related staffing and coordination with the Air Force Safety Center (AFSEC), other Service headquarters, Headquarters Air Force (HAF), Safety (SE), and Office of Secretary of Defense (OSD) in order to effect final approvals; manage the development of explosives site planning safety program management guidance and explosives safety standards for PACAF; and develop and conduct training in these areas. The incumbent is the PACAF subject matter expert in Explosives Safety Siting (ESS). Serves as PACAF Explosives Site Planning Manager with duties, responsibilities, and authorities to oversee, manage, plan, develop, organize, administer, evaluate, and coordinate comprehensive Joint, DoD, and Air Force risk assessments, including explosives site plans (ESPs) and munitions risk management assessment (MRMAs) for the INDOPACOM and PACAF AOR installations and accomplishes complex, expert-level reviews for technical accuracy of site plans for explosives locations and exposed facilities PACAF-wide, pursuant to final approval. Modernizes and oversees content of training for Weapons Safety Managers, and personnel MAJCOM-wide. Plans, directs, and conducts investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings. Performs periodic staff assistance visits, safety program evaluations, and surveys of NAF and Wing-level weapon operations and related facilities, equipment, and training programs. Reviews plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with weapon, explosive, nuclear, and occupational safety codes and standards.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
  • Work requires travel and exposure to austere overseas military locations to support operational and contingency operations.
  • Incumbent will be occasionally exposed to flight line and munitions storage environments and associated hazards during site visits.
  • Completion of USAF Weapon Safety course and at least four (4) years of Explosive Safety System (ESS) application experience is highly desirable.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required physical fitness/physical agility tests, meet established hearing standards and discern colors, contrast, and depth.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, or the GS-0017, Administrative and Management. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of explosives safety and nuclear surety principles, practices and procedures, body of laws, regulations, and precedent decisions applicable to a broad range of high safety risk civilian and military activities such as munitions maintenance, loading/unloading explosives, missile handling, weapon's firing ranges, bombing ranges, and demolition areas, combat training, sited explosives storage areas, transportation/handling of hazardous materials for operational explosives storage locations, safety awards, and weapons safety education, nuclear surety program management, and many more. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of established safety principles, practices, procedures, laws, regulations, and current legislative issues which provide the capability to recommend substantive program changes or alternative new courses of managerial action requiring the extension and modification of existing weapons and explosives safety techniques critical to the resolution of weapons safety management problems as well as plan, develop, implement, and coordinate the command weapons safety program. Knowledge of weapons safety and nuclear surety requirements, methods, techniques, and procedures which includes: munitions maintenance, loading/unloading explosives, missile handling, weapon's firing ranges, combat training, sited explosives storage areas, transportation/handling of hazardous materials for operational explosives storage locations, safety awards, and weapons safety education, and risk assessment, accident and mishap investigation and reporting. Knowledge of organizational and functional responsibilities and operations of the employing organization to identify problems and develop innovative solutions and the ability to research, analyze, interpret and apply rules, regulations, and procedures, plan and organize work. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with regulations and standards. Ability to coordinate and integrate the work activities of several organizational segments or several different projects and to adjust work operations to meet emergency, changing program, or production requirements within available resources and with minimum sacrifice of quantity or quality of work. Ability to deal with widely diverse individuals and groups in gaining support for program goals and working out solutions to problems as well as gaining cooperation from others through tact, courtesy, diplomacy, and consensus. Ability to communicate effectively both orally and in writing as well as to use computer software programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
