This position serves as the Maintenance and Operations Supervisor (M&O Supervisor) and is organizationally aligned under the Facility Management/Engineering Division at the Jesse Brown VA Medical Center, Chicago IL. PCS/Relocation/Recruitment incentive may be authorized for highly qualified candidates within a 50 mile radius. Incentive will be negotiated after selection.

Duties

The Management and Operations Supervisor (M&O Supervisor) has full responsibility for the supervision of seven (7) major subdivisions comprised of approximately 90 FTEE, which includes: Carpentry, Locksmith, Pipe Shop, Heating Ventilation Air Conditioning, Electric, Environment of Care, Grounds and Elevators. The M&O Supervisor is primarily responsible for the administration and supervision of the Engineering work performed in each of the subdivisions organizationally aligned under the Facility Management/Engineering Division. The M&O Supervisor is responsible for the following subordinate subdivisions within the Facilities Management Division: Maintenance and Repair Ships - Plumbing, Electric, Carpentry, Locksmith, Paint, HVAC, the environment of Care Section, Grounds, and Elevators. Major duties include the responsibility for the overall round-the-clock, seven-day operations and maintenance repair activities of the Medical Center, which spans across the main Jesse Brown Medical Center and five CBOCs. The incumbent is responsible for oversight of maintenance and operations for all buildings, structures, and components; all building service equipment and systems such as sewers, water, gas, steam, electricity, fire suppression, fire detection, and air. This involves planning, technical support, and oversight at the main Medical Center campus as well as the work performed at the Community Based Outpatient Clinics (CBOCs) Four (4) located within the Chicagoland area and one located in Crown Point, IN. The M&O Supervisor is responsible for the operation, maintenance, and repair of building service equipment, utility distribution systems, air conditioning, and refrigeration systems, emergency electric generating systems, installation of small equipment, repairs and maintenance of other items, and overall work order management system. The M&O Supervisor follows up and ensures compliance with fire/smoke barrier penetration work to ensure penetrations are replaced/sealed and documented as repaired upon completion of work. The M&O Supervisor is responsible for the general administrative and 2nd level supervisory personnel functions of the unit. The M&O Supervisor also participates in the forecasts of annual budgetary requirements for contracted building maintenance and service work. May inspect contractor's product or services rendered against specifications and contractual agreements to ensure the quality and effectiveness of work. Contributes to project development and works with contractors performing contract work that will involve or effect Maintenance and Repairs. The M&O Supervisor has delegated authority to implement human resources management program requirements. Performs other related duties as assigned. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Ability to Supervise Maintenance and Repair Shops that perform Plumbing, Electric, Carpentry, Locksmith, Painting, HVAC, Environment of Care Sections, Grounds, and Elevators. This is described as experience that includes planning, coordinating, and supervising the operation and maintenance of utilities and mechanical and operational systems including electrical, plumbing, water, steam, boiler plant, chiller plant, painting, plastering, carpentry, air conditioning, grounds, preventative maintenance, industrial maintenance, asbestos removal, insulators, etc.; ability to oversee technical, financial, and administrative issues of a maintenance and operation unit; ability to plan and layout projects; ability to interpret and apply building plans and blueprints; skill in the use of tools and equipment common to the trades of Carpentry, Plumbing, Electrical, Painting, air conditioning, preventative maintenance, industrial maintenance, etc.; knowledge of the trades associated with equipment repair and being able to determine material and equipment requirements, work sequences, policies, etc.; ability to review, approve, or remand reports, contracts, or other action documents to ensure technical compliance with objectives and to ensure compliance with policies and practices; and the ability to apply knowledge of standards and other necessary and required guidelines to the maintenance program of a full spectrum of sophisticated healthcare equipment, requiring prescribed schedules, procedures or processes to maintain compliance with complicated requirements. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: This position requires occasional lifting heavy loads, machinery parts, etc., be able to climb/descent ladders and scaffolds. The incumbent is subject to all hazards inherent in the physical plant and grounds environments, for example: burns, cuts, bruises, sprains, falls, high heat, high humidity, etc. Working Conditions: May work from ladders, scaffolding, and/or hydraulic platforms. Requires working in uncontrolled environments, in inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, cramped and with unpleasant odors. May be subject to possible dangerous working conditions including exposure to hazards normally encountered in the Medical Center, trade related work, various types of infections, electrical shock and/or electrical burns, cuts, bruises, and strains. The wear of appropriate and required personal protective equipment as necessary to accomplish assigned tasks in a safe manner.
