Duties

The primary purpose of this position is to: To serve as a Quality Assurance Specialist (Electronic) for SOF Aircrew Training and Rehearsal Support (ATARS) sustainment and modification of integrated, state-of-the-art training infrastructures for mission qualification, continuation training, Mission Rehearsals(MR), as well as, Distributed Mission Operations(DMO) for CV-22, MC-130, AC-130W, AC Visual Threat Recognition and Avoidance Trainer (VTRAT), and Special Tactics Team. Duties: Involved in all aspects of Quality Assurance including pre-production, production/manufacturing, acceptance testing, hardware/software testing, verification, courseware development, academic instruction, and configuration management. Performs evaluation of contractor's written quality processes and requests additional quality processes to implement site unique requirements . Performs Acceptance Test Procedures (ATP), Simulator Certification (SIMCERT), software testing, verification, and configuration management for multiple commands. Assist in the preparation of, or prepares, request for proposals, statements of work, and item specifications. Requests and coordinates with other base(s) agencies, such as Civil Engineering, Safety, Security Police, Supply, etc., to support government-furnished services and material in support of the contract.

Conditions of Employment cont... This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Quality Assurance Series, 1910. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge and mastery of quality assurance/control concepts, principles and practices in procurement, acquisition and services contracts; Thorough knowledge of one or more of the on site and off site AD's such as Weapon System Trainers (WST), Mission Rehearsal Device (MRD), Battle Management Center(BMC), Crew Station Trainer(CST), Visual Threat and Avoidance Trainer(VTRAT), and Part Task Trainers (PTT) Knowledge of equipment configuration, operating characteristics, security and safety programs, maintenance, repair, and modification procedures, mission rehearsal requirements, and distributed mission operation applicable to the ATD's and the ATARS Quality Assurance Evaluation Plan; Extensive knowledge of DOD, Air Force and Command regulations and directions for Quality Assurance, Acceptance Testing, Safety, and configuration management; Practical knowledge of computer systems used in image generation, multimedia processing, database generation, wide area networking, and real-time simulation. Must possess good working knowledge of common programming languages, operating systems, and applications used in real-time simulation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of maintenance concepts, principles, and practices of specific systems/equipment as listed in item one and skill in applying this knowledge to difficult and complex assignments Knowledge of and skill in Quality Assurance (QA) principles, practices, methods, and procedures Skill in identifying and analyzing complex technical problems and developing innovative solutions Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technician Skill m developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; Ability to plan, organize, and reprioritize work to meet changing dead lines Ability to evaluate and validate contractor training to ensure proper maintenance of assigned systems/equipment; Ability to communicate well both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
