Duties
Serves as a Division Chief of an Audit Readiness Division responsible for the identification and elimination of material gaps, challenges, risks, and problems in the DFAS processes, controls, documentation, systems and resources.
Provides expert-level accounting advice, technical assistance and training in specialized areas of accounting using prescribed accounting standards, policies, and requirements.
Develops fiscal and accounting policy related to all aspects of accounting functions: financial reporting, cash management and internal controls, cost accounting and decision support.
Performs senior-level accounting oversight on preparing and analyzing account information, establishing and monitoring internal controls, recommends financial actions by analyzing accounting operations and systems.
Supervises subordinate managers/supervisors in accomplishing their functions.
Maintains and manages complex operating accounting systems, which includes analyzing and developing systems improvements, providing solutions to program management problems and process-oriented tools to support financial management functions.

Qualifications
This position has a positive education requirement. To qualify for this position, you must meet one of the basic requirements described below:
(1) Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR
(2) Candidates may also qualify through a combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized experience is defined as: providing expert-level professional accounting, finance and reporting services, management advice, and assistance to supported customers in the application of accounting theories, concepts, principles and standards to independently negotiate solutions to the most complex issues related to operational accounting and finance work.
Examples of qualifying specialized experience: Expert knowledge of accounting principles, standards, theories, practices, concepts, and techniques sufficient enough to provide advisory and consulting services to senior leadership, operational managers, and supported customers on accounting and financial matters; ability to independently resolve controversial financial management issues complex in nature; provide authoritative interpretations of national and organizational policies and provide recommendations on overall structure and processing requirements of accounting systems; and, ability to design, develop, integrate, and implement new functional and financial systems; experience preparing, validating, auditing and analyzing financial statements, records and reports.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
