This position will be located at the Western North Carolina VA Health Care System within Mental Health Service Line. (MHSL) The incumbent serves as an integral part of the core Service Line leadership team as well as supporting other managerial members of the Service Line. Each Program Specialist is cross trained in three major areas to provide continuous availability of services. A substantial practical and specialized knowledge in a wide range of tasks and project management is essential.
Duties
Duties include, but may not be limited to the following:
Compiles data to analyze problems/issues to conduct analysis and develop recurring and non-recurring reports.
Reviews reports, and revises, sorts, calculates, and retrieves information to ensure accuracy and completeness; enters pertinent information into automated tracking systems.
Serves as liaison between Education Service Line and external affiliates to ensure timely funding documentation and pre-boarding requirements.
Gathers, interprets, analyzes, and correlates narrative and statistical information.
Creates new and proposed Org Charts, updating as necessary to support ongoing suspense reports.
Incumbent prepares a narrative report and makes recommendations for action. Findings and recommendations are based upon analysis of work, review of records, and application of administrative guidelines.
Revise methods for collecting data, adopting new measures or develop new approaches to acquire the desired information or data.
Performs other duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical, evaluative methods and data collection to research and analyze issues within the area of focus including, but not limited to, clinical practices, clinic creation and maintenance; electronic consult process, credentialing and privileging operations (VetPro and the Professional Standards Boards); and Human Resources policies, systems, and procedures Joint Commission, OPPE, FPPE, travel, and time and leave to ensure the needs of the services are met. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the
knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a bachelors degree may be used to qualify applicants for the GS-09 level. NOTE: If using

Physical Requirements: The work is performed in an office setting and is mostly sedentary. The work requires some walking, standing, bending, lifting and carrying light items such as paper, books, and charts. The employee is expected to adhere to safe work habits while operating office equipment.
