This Medical Technician position is located in Pathology & Laboratory Medicine Service at the Jamaica Plains Campus of VA Boston Healthcare System. This position is a full-time at 40 hours per week.

Duties

The Medical Technician is responsible for performance, understanding and following all procedures while performing pre-analytical, analytical and post-analytical processes in the following laboratory disciplines: Phlebotomy, Chemistry/Immunology, Hematology, Coagulation, Urinalysis and Microbiology. The procedures are performed on a variety of biological specimens using distinctive and precise manual laboratory techniques as well as elaborate complex integrated automated instrumentation. Duties include, but are not limited to: Procure specimens from patients. Handle, accession, process and evaluate the acceptability of each specimen. Ensure correct identity and integrity of specimens throughout the pre-analytical stage. Maintain supplies and organize a timely flow of specimens for testing. Utilized centrifuges, automated processors, refrigerators and freezers. Documents temperatures and records maintenance. Review delta checks, patient medical history and previous lab results. Documents all quality assurance protocols for each procedure. Evaluates the validity of date in relation to the test system. Correlated quantitative data with patient data to verify results. Performs additional tests to clarify or confirm patient results. NOTIFICATIONS: This position is in the Competitive Service. This position is an AFGE Bargaining Unit position. Incomplete applications will not be considered. Selectee may be required to work at any Boston Healthcare System campus, as needed. Travel and relocation expenses are not authorized. The incumbent may be required to travel to other VA campuses and CBOC's. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Knowledge of the concepts, principles and practices of Medical Technology sufficient to perform the full range of duties involved in planning, coordinating, implementing and evaluating laboratory services having the skill to work independently, with accuracy and acuity, in the execution of difficult and complex testing. Shows reliable judgment and the capability to make decisions that are not covered in procedures or policies. Knowledge, training and experience must be sufficient to perform phlebotomy by venipuncture or microtechnique producing a quality specimen from the most difficult patient, while providing the customer with a positive experience. Knowledge training and experience must be sufficient to perform laboratory tests of high, moderate and waived complexity in each of the six departments for which procedures and/or instructions may not have been standardized locally. Knowledge of Quality Control systems, proficiency testing programs, preventive maintenance, testing platforms, testing procedures, documentation requirements, sufficient to perform and review/or develop guidelines and standards for use by operating personnel. Knowledge of mathematical and statistical calculations or processes sufficient to monitor quality control results and evaluate test data, and to translate test results into possible clinical manifestations or VA BOSTON HEALTHCARE SYSTEM consequences to the patient. Knowledge and skill sufficient to operate, maintain, and troubleshoot technical instruments and equipment in the laboratory. Knowledge of technical and mechanical indicators of instrument malfunction and physiology to independently recognize unusual or inconsistent test results that would indicate need for action prior to reporting test results. This includes test conditions, instrument problems, proper specimen collection, interfering substances and other variables sufficient to locate and correct errors. Knowledge of the laboratory computer system sufficient for complete utilization as required by laboratory procedure/policy, inclusive of accessioning all specimens, reporting all results, generating quality control, specimen, testing and patient result logs. Knowledge of use and maintenance of supporting equipment including but not limited to centrifuge, water bath, incubator, heating block, eye wash, refrigerator and freezer, printer, fax copier, water treatment, microscope. Knowledge of computer software for the utilization of spreadsheets in organization of data, documenting reports using Word, Outlook for communication. Knowledge of accreditation/regulatory agency, such as CAP, JHACO, JC, FDA and OSHA, requirements sufficient to insure that work is consistent with standards including handling of potentially hazardous chemical and biological substances. Knowledge of information security including the Privacy Act of 1974 as well as other applicable laws, federal regulations, VA statutes and policy and VHA policy. Knowledge of specimen handling/processing for each specific test inclusive of but not limited to storing, shipping, and preserving requirements. Knowledge and ability to demonstrate customer service and teamwork concepts including the ability to conserve time and make good judgments with regards to their work-flow and handle change in a positive manner. FACTOR 2. Supervisory Control Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: A majority of the duties are performed sitting at a desk. However, some walking, standing and bending are required. The work is performed in an office environment.
