The Surface Transportation Board (STB) is a small independent federal agency with regulatory authority over railroads & limited regulatory responsibilities over certain water carriers, non-energy pipelines, trucking companies, and intercity bus companies.

Duties
This position is located in the Office of Economics (Office) of the Surface Transportation Board (STB or Board) and serves as the Director. The individual provides overall management and leadership to ensure that the Office operates effectively and efficiently in support of the Board's mission. The individual is responsible for the direction of the Board's economic analysis; auditing; accounting; data collection, analysis, and reporting; regulatory costing; and rate case analysis. The individual advises the Chairman, Board Members, and Board staff on economic and transportation policy matters consistent with the Board's goals and objectives, as well as those of the Board's governing statutes.As Director of the Office of Economics, you will:
Demonstrate leadership in the development and completion of highly complex economic, financial, and transportation analyses to assist the Board in formulating decisions in its adjudications and rulemakings.
Perform analyses and make recommendations to ensure that Board decisions are supported by the facts of the case, as well as established economic theory, accounting principles, and existing laws.
Develop, conduct, or review highly complex analytical studies dealing with economic regulations, industry structure and performance, and other issues relevant to transportation policy and Board decision-making. Provide comprehensive, accurate economic research needed to address matters before the Board.
Demonstrate a thorough and high-level understanding of the dynamics and relationships of the surface transportation industry and that industry's position within the national and global economy. Make practical, results-driven recommendations to the Chairman and the Board on appropriate policy issues.
Oversee the evaluation of economic aspects of proposed policy, regulation, and legislation and provide well-researched, well-documented, expert economic analysis and data on the merits of such proposals for the Board. Provide broad policy direction on transportation data needs for the STB in transportation planning, review, and evaluation.
Oversee the lifecycle of economic data collected by the agency, including the development and use of data analytics tools to support data manipulation and processing, as well as the use of data visualization techniques to articulate findings. Establish appropriate protocols for data governance within the Office.
Exhibit technical knowledge of Board decisions, regulations, rules, procedures, and practices pertaining to the economic regulation of the industries subject to Board regulation.
Demonstrate knowledge of the operating practices, financial structure, pricing practices, and management organization of railroads and other segments of the transportation industry subject to Board regulation.
Demonstrate expertise in economic theory, financial analysis, data governance and visualization, and accounting practices and procedures, especially as applied to the economic regulation of the industries subject to Board regulation.
Have knowledge of personnel management and other associated administrative responsibilities of federal senior executives, including the appropriate use of information systems, budgeting and financial management, and resource management.

Mandatory Technical Qualification (MTQ). Below is the description of the Mandatory Technical Qualification for this position. MTQ 1: Knowledge of economic theory, financial analysis, data governance and visualization, and accounting practices and procedures, especially as applied to the economic regulation of surface transportation industries or other regulated industries.
