Carl Vinson VAMC is seeking a registered nurse to serve as Nurse Manager for the Community Living Center. The Nurse Manager collaborates with interdisciplinary team members, including other program and service leaders at the local and network levels, and reports directly to the respective Chief Assistant Nurse. Duties

VA offers a comprehensive total rewards package: VA Nurse Total Rewards The nurse manager is responsible and accountable for the overall functioning of the unit/program, including staffing, scheduling, resource utilization (human, supplies/equipment), resident/Veteran flow, performance improvement activities and staff and program evaluations. Demonstrates and ensures safe working practices that include adherence to Infection Control standards and safe use and operation of equipment. He/she is engaged in administrative nursing practices characterized by both increased complexity of clinical decision making and enhanced skill in nursing management. He/she provides leadership in the day-to-day operations and provides input into strategic planning process in the attainment of organizational goals. Keeps staff informed of Clinical Center/Service Line goals through facilitating both vertical and horizontal communication in a timely manner. The incumbent provides timely information regarding emergencies, unusual occurrences or issues that impact on nursing practice or operations to the Associate Director Patient Care Services. Provides direct supervision of nursing personnel in their defined area of responsibility and evaluates their performance and competency. Is knowledgeable concerning the disciplinary process and keeps their supervisor abreast of such actions. Responsible for all issues that affect nursing including standards of practice, credentialing, training, functional statements, position descriptions, proficiency reports, performance appraisals, policies, procedures, protocols, and competencies. Ensures appropriate orientation, education and continuing professional development of nursing personnel they supervise. Assumes responsibility for staffing and scheduling of permanent and supplemental nursing staff and ensures that assignments of the staff reflect their appropriate utilization, compliance with staffing guidelines. Is fiscally responsible and participates with the Associate Director Patient Care Service and Chief Nurses in planning and monitoring the budget for their area of responsibility. Allocates available resources to promote efficient, effective, and customer focused nursing care. Serves as a role model and coaches and supports staff in critical thinking regarding professional nursing practice. He/she fosters an atmosphere conducive to educational experiences for nursing and other students. Facilitates an environment of interdisciplinary collaboration and collegial relationships. Is responsible to ensure the environment is conducive to the recruitment and retention of highly competent nursing staff with diverse backgrounds. He/she directs practice according to established policies, standards of care, standards of practice and is responsible to ensure that nursing practice/operations are compliant with all applicable local, VISN, or National Standards, policies, statutes and regulations. He/she ensures that nursing practice is consistent with external standards such as The Joint Commission and internal standards such as the VA Performance Measures. Is an active member of the various medical interdisciplinary teams. He/she plays a key role in the ongoing systematic evaluation and improvement of the quality and effectiveness of nursing care and services as they affect resident/Veteran outcomes in facilitating nursing research and involving staff in evaluative research activities within the designated area of responsibility. The incumbent provides guidance and direction to the performance improvement process. Collaborates with interdisciplinary team members, including other program and service leaders at the local and network levels and reports directly to the respective Chief Assistant Nurse. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in an MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Supervisory or Long-term Care or Geriatrics experience. Must possess an MSN Degree. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, and bending. The incumbent may be exposed to infected residents/Veterans and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures.
