The primary purpose of this position is to serve as a quality control inspector providing information on matters associated with personal property operations. This position observes, documents, and evaluates carrier and contractor performance in moving personal property of DoD personnel.

Duties

Observes, documents, and evaluates carrier and contractor performance. Inspects contractor's performance at owner's residence and at warehouse during packing, crating, loading, shipping, unloading, uncrating and unpacking. Counsel's members regarding policies and procedures for the proper preparation of personal property for shipment and/or storage, including specialized items, to domestic and overseas locations. Prepares documentation reporting carrier performance using automated systems. Observes, documents, and evaluates performance of contractor on packing, containerization, and local drayage of personal property. Provides oversight of the Direct Procurement Method (DPM) contract. Serves as a Quality Assurance. Evaluator (QAE), functionally qualified to ensure the Air Force receives quality contractor performed services and pays only for acceptable services received.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of an extensive body of transportation rules, procedures or operations governing entitlements and documentation requirements for domestic or foreign shipments to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems pertaining to the personal property function. Knowledge of transportation instructions and regulations that relate to the movement of a wide range of specialized shipments, such as mobile homes, large boats, and house trailers. Moves of this nature require extensive practical knowledge of the carrier industry, specialized shipment needs, and terminal or storage capabilities to identify the appropriate shipping method, carrier equipment, services, and special handling required. Knowledge of automated transportation systems to reconcile errors that require an understanding of nonstandard transportation procedures or provide subject-matter assistance in the development of automated transportation procedures for clerical operations. Knowledge of basic office automation functions of a limited range, such as storing and retrieving documents or files; printing documents; inserting and deleting text items; producing letters and memorandums; entering data into a predefined spreadsheet; and transmitting and receiving electronic mail. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the full range of transportation policies, practices, and techniques to include knowledge of personal property movement, personal property entitlements, carrier industry practices, international, state and local laws, and operations for shipping and storage within the transportation function. Knowledge of the different instructions, regulations, directives, local operating procedures, and governing entitlements, concerning shipment and storage of personal property in order to run and track a quality program. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, and databases. Skill in factfinding, problem analysis, problem resolutions, and development of solid action plans to resolve problems. Ability to gather, analyze and present facts, and communicate effectively, using tact and diplomacy. Possess the ability to plan, organize work, and meet deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
