This position is part of the Education Facilities, Bureau of Indian Education. As a Safety & Occupational Health Specialist you will be responsible for managing the safety program to include implementation, oversite and evaluations, and performance serving as the technical expert regarding safety to management, safety staff and committees.

Duties

As a Safety & Occupational Health Specialist GS-0018-9/11/12, your typical work assignments may include the following under supervision: Conduct annual workplace inspections in an appropriate frequency and program evaluations to assess conformance with Indian Affairs, adopted safety and health codes and mandated standards. Investigate accidents involving employees when necessary and ensures that all accidents are reported immediately and properly. Serve as Tort Claim Officer, and as such, thoroughly conducts special investigations of all accidents which might result in a claim against the Government. Coordinate with other safety organizations including the Occupational Safety and Health Administration (OHSA), Department of the Interior (DOI), Office of Inspectors General (OIG), and others. Provide safety and health training and Bureau wide safety outreach to employees using a variety of methods such as training sessions, videos, web page updates, electronic and other written communications.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-09: One (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service that includes: Interpreting Occupational Safety Health Administration (OSHA) and other Federal/state regulations in resolving safety issues; organizing safety training in the field or classroom; collecting and analyzing program data for developing safe/unsafe trend analysis; performing job hazard analysis and risk assessments of hazardous processes and procedures to minimize potential injuries and/or property damage. -OR- A master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Education must be in a major study of safety or occupational health fields (safety, occupational health, industrial hygiene), or a degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. -OR- A combination of graduate level education beyond the first year of progressive graduate study and specialized experience when combined together meets 100% of the total requirements for the position. GS-11: One (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service that includes: Applying Occupational Safety Health Administration (OSHA), National Fire Codes, and other Federal/state regulations in resolving safety issues; coordinating and conducting training in the field or classroom related to safety/health, fire and prevention awareness; making recommendations necessary to prevent recurrences of unsafe conditions; preparing guides and/or instructions that educate individuals on safe operating practices and/or techniques. -OR- A Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related. Education must be in a major study of safety or occupational health fields (safety, occupational health, industrial hygiene), or a degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. -OR- A combination of successfully completed graduate level education beyond the first year of progressive graduate study as defined above, and specialized experience that together meets 100% of the qualification requirements for the position. GS-12: One (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service that includes: Assisting with workplace inspections to access conformance with codes and mandated standards; investigating accidents involving employees; assisting in the development of safety plans, programs, procedures and operating systems; reviewing construction projects and assisting in solution development to ensure compliance with safety standards. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education

This position does not have a positive education requirement at this grade level. Therefore, no transcripts are required unless you are substituting your education to meet the Minimum Qualification Requirements.
