The Registered Nurse, Chief of Health Informatics provides executive leadership and direct supervision to the Nurse Coordinators, Accreditation Coordinator, Nurse Informatics Coordinator, Nurse Recruiter, Performance Improvement Coordinator and the office staff. This position will be responsible for the oversight of informatics practice; foster leadership and professionalism by building, supporting, and creating alignments for informatics best practices and lead health informatics initiatives.

Duties

The duties of the Registered Nurse, Chief of Health Informatics include but are not limited to: Administrative functions of their assigned nursing units/programs. Functions as an administrator, educator, and consultant utilizing management theory in collaboration with Patient Care Service and other services. Responsible for providing national level leadership in the development and use of informatics solutions and technology to support all clinical domains. Responsible for the oversight of informatics practice, establishing effective clinical and administrative systems, designing useful decision support systems, managing, and delivering educational experiences, enhancing lifelong learning, and supporting healthcare research. Provides leadership in designated projects and cross-coverage with other informaticists in the Department of Veterans Affairs (VA). Fosters leadership and professionalism by building, supporting, and creating alignments for informatics best practices, and lead health informatics initiatives and innovation through collaboration and stakeholder engagement across and beyond the enterprise. Program responsibilities include program development, project implementation, logistics, ongoing monitoring and analytics, communication, collaboration, and education. The incumbent will perform the following core informatics functions: application support, business architecture management, enterprise data management, content management, system optimization, change management, requirements management, and partnership management. Responsible for planning, organizing, directing, and controlling service-wide infrastructure issues which include overall operation of the service, responding to internal and external communications, maintaining knowledge of and communicating standards of nursing practice and patient care, and developing systems to enhance overall operations and communications within the service. Has significant medical center and service policy responsibilities in the development and refinement of processes to meet the needs of the medical center Ensures processes are in place for continued accreditation readiness and participate in rounds to survey nursing units. Maintains content of professional documents such as scopes for advance practice nurses, scopes for registered nurses for procedures beyond basic education, and scopes of care and practice for each nursing unit. Budgetary responsibilities; EIL custodian of over 1, 000 items on PCS's EIL. Prepares recurring professional reports. Reports directly to the Associate Director for Patient Care Services and covers in his/her absence as designated; also reports to the Chief of Staff as designated on the organizational chart and serves in an advisory role intended to bring understanding and efficiency to the workflow of clinicians who use a variety of electronic records to document Veterans' care. Possesses knowledge of clinical treatment modalities, organization and administration of the VA healthcare delivery systems, educational principles, clinical information systems, accreditation and regulatory standards, and program development. The incumbent uses clinical informatics principles, theories, and practices to achieve the vision of transparent technology adoption by clinical practitioners, and clinical educators. Demonstrates knowledge of health informatics, i.e., design, configuration and management of health information and clinical support systems; health data collection, storage, extraction, manipulation, reporting and communications. Focuses on the application of informatics and information technology to deliver healthcare services, and develops business requirements, workflows, and processes specifically in support of health information systems. Demonstrates proven competency in areas such as project management, data science, process improvement, performance improvement, system redesign, change management, health informatics, population health, leadership, and advocacy. Collaborates across service lines with other clinicians and managers regarding data, analytics, healthcare, and informatics disciplines such as clinical decision support, human factors, human computer interaction and usability, artificial intelligence, standards, a learning health system, evidence-based practice, and effective communication. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduation from School of Nursing. (a) Graduate of a school of professional nursing approved by the appropriate State agency, and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. [NOTE: See exception in subparagraph (b) below for candidates who are enrolled in a MSJ Bridge Program.] The National League for Nursing Accrediting Commission (NLNAC), an accrediting arm of the National League for Nursing located at 61 Broadway, 33 Floor, New York, New York 10006 or call (800) 669-1656 extension 153. The NLNAC accredits all levels of nursing programs. Additional information may be obtained from the NLNAC web _site; or The Commission on Collegiate Nursing Education (CCNE), an accrediting arm of the American Association of Colleges of Nursing (AACN). (b) The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. In these programs, students are given a certificate of professional nursing to sit for the NCLEX and should submit this certification to VA prior to appointment. Students do not earn a BSN, but receive a MSN degree upon completion of course work. A copy of the MSN transcript must be provided to VA. Bridge programs that confer a master's degree also fully meet the education requirement, even though a Bachelor's Degree is not awarded. (c) In cases of graduates of foreign schools of professional nursing, possession of current, full, active, and unrestricted registration (see paragraph 2a(3)) will meet the requirement of graduation from an approved school of professional nursing. Registration. A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The RN must maintain a current, full, active and unrestricted registration to continue employment with VA. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV Scope: Executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines and influence organizational mission and health care. Education and Experience: Master's degree in Nursing or related field with a Bachelor's of Nursing (BSN) with approximately 4-5 years of experience OR Doctoral degree in Nursing or related field with approximately 3-4 years of experience and appropriate basic or advanced certification is desired. Reference: VA Handbook 5005, Part II, Appendix G6, Nurse Qualification Standard. This can be found in the local Human Resources Office. Preferred Experience: Full and current related certification in Health Informatics from the American Nurses Association or another nationally recognized certifying body. Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.
