This position serves as the Program Coordinator for the Specialty Mental Health Clinic BHIP Teams (MHC). The MHC is a multidisciplinary outpatient program within the MH Service that provides state-of-the-art mental health services for veterans based on the psychiatric rehabilitation recovery model.

Duties

The Marriage and Family Therapist Deputy Program Coordinator is expected to provide assigned counseling services within the Mental Health Service for MH patients; and to be responsible for the clinical and administrative supervision of all BHIP LIPs (Psychiatrists, APRNs, Psychologists, Social Workers, LMHCs, LMFTs) at either Lake Nona, Lake Baldwin, Viera or Daytona Beach Westside Pavilion. The incumbent will be responsible for developing and maintaining policies, procedures, and processes to implement the deployment of psychologists and counselors in the MHC. The Deputy Marriage and Family Therapist Program Coordinator works closely with the local BHIP Program Manager/Coordinator, and has direct line authority and is accountable for all aspects of the clinical care and support services provided to Veteran in the BHIP program at a specific location. In addition to providing direct patient care, this LMFT has substantial administrative/managerial, supervisory, and training responsibilities. Some of the duties include, but are not limited to; Has very broad responsibility for clinical programs. These programs deliver specialized professional services that significantly impact the health care provided to a large number of veterans. Has the responsibility to ensure that mental health services in the BHIP location complies with all OVAHCS policies, VA directives and accreditation requirements. Has direct administrative and professional supervision of staff assigned to the BHIP location. Ensures efficient and effective deployment of psychotherapists across clinical teams at the location. Responsibilities include supervision of staff, professional management, and administrative responsibilities that are complex in scope and that constitute a significant portion of the health care system. Ability to organize work, set priorities, delegate tasks, and meets multiple deadlines. Skill in managing and directing the work of others to accomplish program goals and objectives, and ability to devise ways to adapt work operations to new and changing programs, staffing, and budget requirements, etc. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to establish and monitor production and performance priorities and standards. Knowledge of, and ability to appropriately utilize, evidence-based practices and clinical practice guidelines and ability to guide staff in using these tools. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Has broad responsibility for program accreditation and compliance. Responsibility for the professional practice of psychologists and Masters-level therapists, including services conducted by trainees, and consultants. Consults with and serves as a resource for other professional staff concerning the need for the development of mental health services. Is responsible for timely completion of all program evaluations and documents required by the Health Care System, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (such as JCAHO) and monitoring entities (such as NEPEC), as appropriate. Serves on Health Care System, VISN, and/or National VA committees, workgroups, or task forces. Provides a full range of evaluation services and diagnoses mental disorders, particularly for complex or unusually difficult patients many of whom have psychiatric and medical problems. Provides evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy. Provides consultation to professional staff within the assigned Mental Health program, and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients with psychological and psychiatric problems. Other duties as assigned. Work Schedule: The primary tour of duty will be M-F 8am to 4:30pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, OR (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Licensure: Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. English Language Proficiency: MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA as a MFT on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees may be reassigned, promoted up to and including the full performance (journey) level, demoted, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. MFTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees who are retained as a MFT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a MFT. Grade Determinations: Marriage and Family Therapist, GS-12 (Program Coordinator) Experience, Education, and Licensure: In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to the GS-11 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT program coordinators of family programs must be trained in family systems therapy/theory. If the assignment is responsible for providing systemic clinical supervision for licensure the individual must have an AAMFT Approved Supervisor credential. References: VA Handbook 5005/101, Part II, Appendix G44 Physical Requirements: The work is primarily sedentary. Light lifting (under 15 pounds), Walking (up to 2 hours), Hearing (aid permitted), emotional/mental stability.

Education

Candidates must meet one of the following:
  • Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, OR
  • Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR
  • Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
