This position is located in the Bureau of Global Talent Management, Office of Civil Service Talent Management (GTM/CSTM). The Office of Civil Service Talent Management develops, monitors, and administers programs, policies, procedures and evaluation criteria for designated Civil Service human resources (HR) management functions, including merit staffing, career development and training, performance management, executive resources management, and position classification.

Duties

Serves as a Supervisory Human Resources Specialist of the Strategic Hiring Support Unit; identifies ways to facilitate efficient mechanisms to fill positions within the Department with candidates who reflect the diversity of American society. Oversees and integrates Department-wide efforts to improve recruitment and hiring effectiveness and efficiencies through HR initiatives, organizational recruitment and/or mobility-related retention strategies. Provides expert authoritative analysis, advice, and guidance on a broad range of sensitive and extremely complex high-profile management, recruitment, hiring and workforce planning policy issues. Represents the office and its' mission by coordinating the development of new and revised policies, authorities, strategies, and solutions; liaises with stakeholders across the Department to ensure areas of untapped talent are realized and utilized. Responsible for implementing and leading efforts to develop strategic workforce recruitment/mobility models and methods that address current issues, meet Department objectives, and resolve high vacancy rates.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.   NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing or overseeing a program responsible for analyzing and evaluating an organization’s recruitment and mobility efforts, staffing patterns and hiring trends. Experience developing short- and long-range plans, solutions, and strategies to resolve critical issues affecting Federal recruitment and mobility initiatives. Experience advising senior management on sensitive policy issues that impact Civil Service hiring, recruitment/staffing and workforce planning. There is no substitute of education for specialized experience for the GS-15 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
