You will serve as a FINANCIAL TECHNICIAN in the NAVY MILITARY PAY OPERATIONS AND ACCOUNTING.

Duties

You will maintain, post, balance and complete reports of the Defense Civilian Pay System (DCPS) and in compliance with civilian pay and leave rules and regulations that affect pay. You will maintain, post, balance and complete work in support of the Transportation Incentive Program (TIP), civilian travel funding data, and other budgetary transactions are in compliance with policy and procedures. You will In process and out process service members and applicable staff members utilizing established in/out processing procedures. Maintain such procedures as business processes change, added or become obsolete. You will answer requests and provide advice to staff on pay related rules, regulations and procedures. You will review contractual invoices related to government services procured by reviewing for signature authentication, correct processing codes and accurate arithmetical computations. You will verify, maintain and reconcile accounts for procured accountable assets utilizing asset inventory records and provide reconciliation to applicable stakeholders. You will maintain and update records for the applicable staff assigned to our Standard Labor Data Collection and Distribution Application (SLDCADA) hierarchy and/or inquiries into such matters. You will distribute applicable pay and report changes due to rules, regulation, procedural, and program and/or system changes to the applicable impacted staff.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Determining pay, payroll records, and maintain reports pertaining to civilian employees; 2) Examining documents for accuracy pertaining to medical, educational, and travel reimbursement; and 3) Performing technical work supporting budget analyst and administration..
