This position serves as the Deputy Executive Director Office of Integrated Veteran Care, Administration and Support Services as the Deputy Executive Director and leads the entire scope of operations by providing direction, oversight, and management of programs, projects, initiatives, and other activities. The incumbent will provide the administrative and support services necessary to ensure efficient operations, systems innovations, and performance monitoring.

Duties

Duties include, but may not be limited to: Collects and evaluates external/internal information relevant to the organization's present and future state and develops long-range (strategic) plans that will properly position the organization to attain its desired future state. Resolves problems of a highly complex nature independently or makes recommendations to senior leaders for resolution. Provides day-to-day supervision and executes the management of initiatives, projects, and other activities. Plans, organizes, and carries through to completion program plans, program/policy development and analyses, data collection, legislative interpretation, and studies involving extremely complex, matrixed administrative structures. Works toward the resolution of complex and sensitive issues which impact the effectiveness of programs within the organization, particularly budgetary/financial or human resources management, which requires superior relational skill with individuals and groups. Work Schedule: Monday-Friday, 7:00am-3:30pm (Negotiable) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position, you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Facilitate long-range planning for program needs, and to develop both short and long-term program goals and objectives to meet those needs utilizing program administration concepts, principles, and methodology Synthesizes information to resolve very difficult and complex problems, change specific management policy or practice, or to take other actions to change conditions and underlying problems Display superior knowledge in research and data collection methodologies to support activities involving broad and extensive studies and continual analysis related to administrative and support services programs Interprets legislation and policy and provides recommendations that shape policy and procedure for programs and translate into programmatic actions Utilize qualitative and/or quantitative methods for the assessment and improvement of complex organizational missions and operating procedures across the organization. You will be rated on the following Competencies for this position: Creative ThinkingManages and Organizes InformationOrganizational Awareness Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary except for occasional brief periods of standing or walking, must be able to lift 10 pounds. Travel via air transportation and motor vehicle transportation is required no more than 25% of the time.
