The primary purpose of this position is to provide reliable and efficient telephone service and to install, modify, and maintain communications at Joint Base San Antonio (JBSA).

Duties

- Installs, modifies, and maintains government owned telephone, Intercommunications and Local Area Network (LAN) cable plant distribution systems. -Troubleshoots and repairs telephone, video, data LAN and meteorological cables. Diagnoses and locates trouble in outside communication circuit cards, inside and outside wiring, by using the necessary test equipment. - Interprets technical orders, manufacturer's specifications, circuit diagrams, cut sheets, and blueprints. - Monitors contractors and Air Force Engineering and Installation (E&I) teams during work projects. - Install, test, (troubleshoot, maintain, and repair interior LAN cabling to include cat 5/6 wiring, RJ-45 jacks, hubs, patch panels, etc.

  • Work may be subject to night shift and standby as required. Must be able to obtain a government vehicle operator's license and operate government vehicles.

  • Must be able to obtain and maintain a Secret Clearance.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-2500 Wire Communications Equipment Installation and Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the job of a WIRE COMMUNICATION AND EQUIPMENT INSTALLATION MECHANIC without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of maintenance management practices, telephony fundamentals, electronic principles, including theory of solid-state components, digital techniques, and copper core and fiber-optic transmission principles applying to telephone switching systems; T-carrier; fiber-optic modems; multiplexers, line drivers and associated hardware. 2. Knowledge of telecommunications principles such as LAN, switching, traffic, signaling and networking. Knowledge of advanced electronic principles to perform work Involved b1 the 1?ontlne repair, disassembly, modification, assembly, testing, installation, and maintenance of telecommunications systems, equipment and accessories. 3. Knowledge of electronic equipment and components in order to Identify and locate them and to perform cleaning, disassembly and assembly tasks and simple repair testing. 4. Thorough knowledge of troubleshooting techniques in order to troubleshoot for common recurring kinds of defects. Knowledge of standard shop practices, including soldering and splicing techniques for basic repair tasks. 5. Knowledge of wire color-codes, layout sheets, wiring diagrams and schematics.Skill in using test equipment such AC/DC voltometer, digital frequency Counter, signal generator, dual trace oscilloscope, multi-meter, test phone, tone tester, time domain reflectometers and spring tension gauges. 6. Skill in using hand tools such as electrical and manual hand drills, screwdrivers, pliers, diagonal cutters, and other specialized tools of the trade. Skill in reading and applying basic schematics and wiring diagrams to assigned tasks. Ability to use test equipment and set up and follow test procedures. PHYSICAL EFFORT: Employee frequently lifts and carries items weighing up to 40 pounds unassisted and occasionally up to 500 pounds with assistance of lifting devices or other workers. Work requires climbing ladders and telephone poles and frequent bending and working in cramped, awkward positions. WORKING CONDITIONS: Work is performed inside and outside in all types of weather. Inside work areas can range from well lighted, heated and climatically controlled to poorly illuminated work areas such as attics, crawl spaces, basements and excavation sites. Employee is exposed to dust, dirt and falls from ladders/poles while installing cable. Employees are exposed to bruises and minor cuts from handling cable and equipment from using hand tools. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
