This position is located in the Office of Nuclear Regulatory Research (RES), Division of Systems Analysis (DSA), Radiation Protection Branch (RPB). The supervisor is John Tomon. This position is in the bargaining unit. This position is not subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements.
Duties
As a Computer Scientist, you will be responsible for the development of software systems using a knowledge of techniques, procedures, and processes such as operating system theory, data structures, computer system architecture, software engineering, and computer communications for the health physics and dose assessment computer codes associated with the cooperative code sharing program - Radiation Protection Computer Code Analysis and Maintenance Program (RAMP).

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
For the GG-11 Level:
To qualify at the GG-11 grade level, you must have at least one year of specialized experience equivalent to the GG-09 grade level. Specialized experience is defined as having basic knowledge and experience in computer languages and software applications such as C, C++, C#, Java, Hypertext Markup Language (HTML), and/or extensive markup language (XML), Python, JavaScript, MATLAB, Microsoft Visual Studio, structured query language (SQL), JavaScript Object Notation (JSON), Perl and Fortran (candidate need not have experience in all languages listed). Basic knowledge and experience of SharePoint technology capabilities to develop content, share updates, and/or create/develop tools.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. degree OR a Ph.D. OR equivalent doctoral degree.
For the GG-12 Level:
To qualify at the GG-12 grade level, you must have at least one year of specialized experience equivalent to the GG-11 grade level. Specialized experience is defined as experience that demonstrates intermediary knowledge and programming experience in computer languages and software applications such as C or C++, C#, Java, Hypertext Markup Language (HTML), and/or extensive markup language (XML), Python, JavaScript, MATLAB, Microsoft Visual Studio, structured query language (SQL), JavaScript Object Notation (JSON), Perl and Fortran (candidate need not have experience in all languages listed). Experience and use of SharePoint technology capabilities to develop content, share updates, and/or create/develop tools.
For the GG-13 Level:
To qualify at the GG-13 grade level, you must have at least one year of specialized experience equivalent to the GG-12 grade level. Specialized experience is defined as experience that demonstrates advanced knowledge and programming experience in computer languages and software applications such as C or C++, C#, Java, Hypertext Markup Language (HTML), and/or extensive markup language (XML), Python, JavaScript, MATLAB, Microsoft Visual Studio, structured query language (SQL), JavaScript Object Notation (JSON), Perl and Fortran (candidate need not have experience in all languages listed). Experience and use of SharePoint technology capabilities to develop content, share updates, and/or create/develop tools.
THE IDEAL CANDIDATE will be able to demonstrate the following:
Demonstrated knowledge of and experience applying code development in computer programming languages and appropriate coding, scripting, and development tools used in the development of scientific computer codes. Examples may include your experience of computer code planning, development, maintenance, assessment, and application that you have led or been involved in including identification of code improvements, modification of code structure, verification testing, and related documentation. Examples may also include your specific role and specific work products that reflect your technical knowledge and contribution to the projects. Examples may also include your experience of your knowledge in computer programming and scripting languages such as C or C++, C#, Java, Hypertext Markup Language (HTML), and/or extensive markup language (XML), Python, JavaScript, MATLAB, Excel Services, Microsoft Visual Studio, structured query language (SQL), JavaScript Object Notation (JSON), Perl and Fortran (candidate need not have experience in all languages listed).
Demonstrated knowledge and skills of SharePoint technology capabilities to develop content, share updates, and create/develop tools. Examples may include your experience in the use SharePoint technology capabilities to develop content, share updates, and create/develop tools and other products that promote collaboration.
Demonstrated ability to establish and maintain effective work relationships with management and staff, coworkers, and personnel of other U.S. government agencies or equivalent industry organizations and/or international organizations. Examples may include your ability to use informal and formal networks to build support for computer code development projects. This may include your ability to serve and act as a technical point of contact on computer code programming and development projects for various computer code applications, including any scientific computer codes, acting as a liaison in providing advice and recommendations on research areas and initiatives to enhance code effectiveness and efficiency. Provide examples of specific assignments that required you to work within a team environment, the techniques used to develop effective working relationships, and your role on the team.
Demonstrated ability to effectively communicate technical information both orally and in writing. Examples may include your specific experience and accomplishments which demonstrate your ability to lead complex technical discussions and consolidate complex and diverse opinions into concise, balanced and well-founded recommendations; and communicate effectively in work relationships with subordinates, peers, management, and/or government or industry officials to develop solutions to technical and/or regulatory problems and issues. Describe the kinds of oral and written presentations you have made to represent agency positions to others and complex technical documents you have developed. Describe what editorial review of work prepared by technical staff you have conducted if any.

Education
Qualifications for 1550 Series
Basic Requirements:
Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
