This position is located within the Mental Health Service of the VA Eastern Colorado Health Care System in Aurora, CO. The incumbent performs a variety of clerical, administrative and technical duties/responsibilities in support of management with the intent of accomplishing the administrative requirements of the organization; therefore, contributing to the efficient and effective accomplishment of the objectives of the overall organization.
Duties
Duties include but are not limited to:
Manages the accurate and timely data gathering, data analysis and preparation of reports and surveys used to identify and correct deficiencies and/or verify the Service is meeting requirements of Joint Commission for the Mental Health Service Quality Improvement Program
Responsible for conducting studies and analyzing the workload, processes, and staffing patterns to propose more efficient utilization of staff and implements changes approved by the Section Chief
Secures the cooperation of personnel in the application of administrative practices designed to increase program effectiveness, economy of operation, maximum patient care and maximum long-range planning
Manages a complex space utilization program across multiple sites that identifies existing allocations and plans for future needs
Discusses and evaluates alternate approaches and solutions to problems and acts on routine matters and recommends action where policy change is indicated
Reviews administrative program guidance, policies, and procedures from higher authority to determine effect on assigned mission
Formulates and recommends changes in administrative policies/procedures with a view toward obtaining maximum effectiveness in the coordination and control of recurring reports
Assists in resolving administrative problems by researching office files, historical data, etc. for use in preparation of typed material and/or furnishes administrative advice on the adequacy and feasibility of proposals and recommendations
Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the service's programs and operations
Assists in the planning, reviewing, and reporting of data/statistical results of program/project studies
Establishes protocols for incoming data, organizes computerized data sets, and retrieves computerized data
Performs a basic analysis of the data and generates a variety of reports
Completes grid validation processes on recurring basis
Evaluates documents, initiates effective professional correspondence communicating ideas clearly and concisely
Reviews documents for inconsistencies, and ensures data is complete and accurate
Maintains automated system(s) of program specific data to track suspense dates on items such as project milestones, progress reports, funding accomplishments, compliance strategies, etc.
Reviews, analyzes and evaluates the accomplishments of various office administrative functions such as records management, reports control, forms control, and administrative standing operating procedures
Work Schedule: Monday-Friday 7:30 AM - 4:00 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing administrative functions; budget and purchasing; maintaining and monitoring data and making recommendations based on analysis of data; maintaining computerized databases or information tracking systems; using computer systems or applications to access, create, edit, or retrieve data; and knowledge and skill in oral and written communication. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; LL.B. or J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements.

Physical Requirements: The work places no special physical demands on the employee. The work includes some walking, standing, bending and carrying of light items such as paper and books.
